Heat Network Officer
Location: Oldham (Hybrid Working)
Contract: 2 year Fixed Term Contract
Hours: 37 hours per week
Salary: £36,510

First Choice Homes Oldham (FCHO) is looking for a Heat Network Officer to join our Property Safety team on a 2 year contract and play a key role in managing our communal and district heat networks.
This is an exciting opportunity to join us at a time of significant change within the energy sector. As heat network regulation continues to evolve, you'll help ensure our systems remain safe, efficient and fully compliant while supporting excellent services for our customers.
Working closely with our Gas Compliance Manager, Sustainability Manager and external partners, you'll help manage the day-to-day operation of our heat networks, ensuring compliance with Ofgem requirements, improving performance and supporting our ambitions to reduce carbon emissions across our homes.
The Impact You'll Make
You'll be responsible for helping FCHO deliver safe, reliable and efficient heat network services while ensuring customers receive a high-quality experience.
You will:
- Support the day-to-day management of communal and district heat networks across our housing stock.
- Work collaboratively with colleagues across FCHO to coordinate heat network activity and resolve issues.
- Support the management of servicing, repairs, metering and billing contracts.
- Help ensure compliance with Ofgem heat network regulations, including preparing and submitting regulatory information.
- Investigate customer complaints, working with internal teams, contractors and the Energy Ombudsman where required.
- Monitor performance, analyse data and produce reports to support continuous improvement.
- Work with the Sustainability Manager to improve system efficiency and support FCHO's Net Zero ambitions.
- Attend industry forums and keep up to date with changes in heat network legislation and best practice.
- Work with Finance colleagues to ensure accurate energy consumption data and billing information.
- Support the management of debt recovery across the heat network portfolio.

Our Ideal Candidate
We're looking for someone with excellent organisational and analytical skills who enjoys working collaboratively, analysing data and delivering great customer service. You'll be confident managing multiple priorities and building positive relationships with colleagues, contractors and customers.
You'll have:
- Knowledge of current heat network legislation and regulatory requirements.
- Experience of working within a compliance or regulatory environment.
- Experience engaging with a range of stakeholders to gather information, resolve issues and build effective working relationships.
- Strong analytical skills with the ability to interpret data and produce clear reports.
- Excellent organisational and time management skills.
- Experience using Microsoft Office applications, particularly Excel.
- A proactive approach with the ability to work independently and as part of a team.
- Excellent communication and customer engagement skills.
It would also be great if you have:
- Experience of heat network operations, maintenance or billing.
- Knowledge of energy tariffs, charging structures and billing processes.
- Experience working within housing, utilities, energy or property services.
