Job Title: Highways Operations Manager
Salary: £55,640 - £59,035 (Pay award pending) with a market forces supplement of £10,600 Hours: 35 hours per week Location: Worcestershire Team: Highways Operations Contract: Permanent
About the Role
This is a key senior leadership role within Highways Operations, responsible for delivering safe, efficient and high-quality services across Worcestershire’s highway network.
Key responsibilities include:
- Leading a multidisciplinary workforce while ensuring services meet statutory duties and comply with relevant legislation and national codes of practice.
- Embedding an asset management-led approach to structural maintenance and network management, leveraging condition data, lifecycle planning, and risk-based methodologies to prioritise investment and enhance whole life value.
- Overseeing large-scale maintenance programmes, including resurfacing, reconstruction, surface dressing, and micro asphalt applications, ensuring appropriate treatments are applied to optimise network condition.
- Managing annual and multi-year capital programmes, aligning delivery with Department for Transport Incentive Fund requirements while ensuring compliance with PAS 2161 and best practices in asset management.
- Driving data and emerging technologies to improve decision-making, operational efficiency, and service performance, while embedding network management principles to minimise disruption.
- Leading responses to operational demands, including severe weather and emergencies, and facilitating cost-effective contracts and budget management.
- Contributing to strategic planning and service improvements, fostering relationships with Members, stakeholders, and partners as part of the senior management team.

About You
Candidates should have:
- Substantial experience in managing highways or infrastructure operations within a publicly accountable organisation.
- Strong technical expertise in structural maintenance, resurfacing, and surface treatments, alongside proficiency in asset management, lifecycle planning, and risk-based decision-making.
- Demonstrated ability to deliver large-scale programmes, with knowledge of DfT Incentive Fund requirements, PAS 2161, and performance frameworks.
- Familiarity with data and technology applications to enhance services, along with experience in managing budgets, contractors, and performance.
- A proven track record as a strong leader who can influence stakeholders and thrive in a high-pressure environment.
