Job Overview
Lancashire County Council seeks 2 Specialist Higher Level Teaching Assistants to join the Early Years Team in a new permanent post, starting 1st September 2026. This role is exclusive to a fixed-term contract until 31st August 2028 across various posts.
The Specialist Teaching Service provides peripatetic support to:
- Lancashire families, schools, and early years settings
- Children and young people with Special Educational Needs and Disabilities (SEND)
- Professionals via Portage visits, Early Years Sensory Support, and EHC processes
We collaborate with parents, schools, and external agencies to foster inclusion from birth onwards.
Role & Key Responsibilities
The Specialist Higher Level Teaching Assistant will lead coreportage duties, with responsibilities including:
- Support for Families
- Deliver Portage home visits to advise parents/carers on developing children with SEND at home
- Explain special needs/disabilities and provide practical support strategies

Early Years & Transition Work
- Advise Early Years practitioners on planning for children with SEND
- Support transition into school for vulnerable children

Assessment & Planning
- Assess young children’s needs against the Early Years Foundation Stage (EYFS)
- Contribute to statutory Education Health and Care Needs Assessments (EHCNA)

Collaborative Practice
- Work closely with parents, schools, and SEND professionals to align planning
- Engage with multi-agency teams to meet children’s developmental goals

Case Management
- Efficiently manage assigned caseloads to ensure consistency and impact

Administration & IT
- Utilise digital tools for service data, record-keeping and management
Person Specification
To excel in this role, successful candidates must demonstrate:
✔ Passion for SEND & Inclusion – Deep commitment to support children with diverse needs, rooted in inclusive practice
✔ Early Years Expertise – Knowledge of specialist strategies for birth to age 4, understanding guidance and safeguarding
✔ Practical SEND Experience – Proven ability to support children with varied needs (e.g. autism, sensory, cognitive impairments)

- Modelling good teaching for families and practitioners
- Collaborative approaches with children, parents, and settings
- Teaching challenging concepts with clarity and empathy
- Evaluating progress, setting targets, and offering constructive challenge where needed
✔ Accountability for Outcomes – Focused on raising achievement for all children within the allocated teams
Important Notes
- Caseload is managed closely within the team structure.
- Term-Time Only appointment, as per the early-education focus.
- Salary Pro Rata: The quoted salary assumes full-time equivalent rate, adjusted for 32.5 hours/week.
- DBS Check Required: As part of the recruitment process, you will need a DBS clearance (Disclosure and Barring Service) under the Rehabilitation of Offenders Act 1974.
