Counter Terrorism Policing (CTP) West Midlands – Disclosure & Receiver/Reader Officer

Salary: £38,169 - £44,700 Grade: 6 Posting: Permanent Working hours: Monday to Friday, 0800–1600 (flexibility required)

About the Role

Today, terrorism poses a constant threat within the United Kingdom. By joining the Counter Terrorism Policing (CTP) West Midlands, you can directly contribute to keeping the UK safe and help tackle the threat.

Our Major Incident Room (MIR) within the West Midlands Counter Terrorism Unit receives, reviews, and indexes all material gathered during major investigations. Investigators use this material to drive and direct investigations.

Based near Birmingham International Airport, the MIR team consists of individuals with varied skills and experience, delivering targeted support to the counter-terrorism network.

We are seeking a Disclosure & Receiver/Reader Officer on a permanent basis.


The Role

The HOLMES Receiver/Reader position requires expertise in reviewing and assessing all materials from counter-terrorism (CT) investigations. You will need:

  • An investigative background to identify evidential lines of enquiry.
  • Experience in recording actions and making system entry decisions on HOLMES, ensuring all lines are pursued to conclusion.
  • Responsibility for ensuring gathered intelligence is properly indexed to assist future investigations.

As a Disclosure Officer, your key responsibilities include:

  • Examining and listing all investigation-generated material.
  • Determining under Criminal Procedures & Investigations Act (CPIA) whether material is accurate, relevant, and impacts prosecution or defence.
  • Ensuring proportionality and adherence to ethical/legal frameworks.
  • Protecting sensitive sources, tactics, and agents.
  • Providing Senior Investigating Officers (SIOs) and Crown Prosecution Service (CPS) with suitable pre-trial information.

This is a critical role within CT investigations to maintain accuracy, relevance, and legality.


Responsibilities

  • Reviewing and triaging material: Assessing statements, documents, and interview transcripts to identify investigative leads.
  • Document-driven summaries: Providing structured summaries that aid disclosure officers, investigators, and file creation within HOLMES.
  • Decisive categorisation: Indexing, cross-referencing, highlighting urgent actions, and prioritising fast-track material.
  • Orders compliance: Ensuring SIOs are fully informed on case progress and emerging lines of enquiry.
  • Action management: Receiving, recording, and tracking returned actions to ensure completion and identifying follow-up requirements.
  • Research and allocation: Assessing and prioritising action queues, linking tasks to current enquiries and allocating duties to external investigators.
  • Court and trial obligations: Examining and certifying material for disclosure, compiling comprehensive pre-trial disclosure schedules for prosecutors.
  • Consultative disclosure: Advising SIOs, CPS, and prosecutors on third-party materials, sensitive evidence, and Personally Identifiable Information (PII) considerations.
  • Ethical compliance: Adapting disclosable material to meet sensitisation standards, liaising with defence teams if necessary.
  • Representative roles: Attending case conferences, courts, and providing hearsay evidence when required.

Requirements

Essential Qualifications & Experience

  • Demonstrated investigative experience (including familiarity with CT Major Incident Room Standardised Procedures).
  • Detailed knowledge of Criminal Procedures & Investigations Act, Codes of Practice, and relevant court rules.
  • Insider understanding of covert operations and intelligence sources (especially in CT).
  • HOLMES database and HOLMES Disclosure Module proficiency.
  • Strong interpersonal, communication, and negotiation skills with stakeholders, including CPS and law enforcement.
  • Ability to organise, prioritise, and manage diverse workloads independently.

Desirable Qualifications & Experience

  • Fingered autonomy in investigation processes with limited supervision.
  • Experience producing clear, logical disclosure schedules for prosecutorial use.

Security Clearance

  • Eligibility requirements: Must hold British nationality (some dual citizens considered ineligible). Requires Developed Vetting clearance.
  • Further mandatory: Rounded security checks are a condition of employment offer. Travel restrictions apply post-appointment.
