Housing Construction Project Manager Waverley Court
Salary: £40,501 – £47,639 (pro-rata) Hours: 36 per week
We are looking for an experienced Project Manager to join our Low-Rise Area Based Regeneration (Mixed Tenure Improvement Service), which delivers essential fabric repairs, maintenance, and energy efficiency improvements across mixed-tenure residential buildings in Edinburgh.
About the Role
You will lead complex construction projects focused on repair and improvement (e.g., roofing, external walls, insulation, and communal area enhancement) for both Edinburgh Council tenants and private homeowners.
Working in partnership with a multi-disciplinary team (including building surveyors and quantity surveyors), you will deliver projects on time, within budget, to high-quality standards, with strong stakeholder engagement. The role requires managing projects from inception through to completion, adhering to safety regulations (CDM compliance) and ensuring continuous improvement of internal processes.
Key Responsibilities

End-to-End Project Management:
- Scope, design, and planning
- Contract administration
- Site supervision
- Risk and quality management

Stakeholder Coordination:
- Collaborate with residents, private owners, contractors, and consultants
- Foster high levels of customer service and community engagement

Contractor & Performance Oversight:
- Monitor contractor compliance and quality assurance
- Advise on cost management and variation requests
- Oversee final accounts and health & safety (CDM regulates)

Compliance & Process Improvement:
- Contribute to project option appraisals
- Reporting and performance tracking
- Ensure alignment with legislation and Council policies

Energy Efficiency & Regenerative Impact:
- Lead initiatives that enhance sustainability and neighbourhood development
Ideal Candidate
- Substantial experience in construction project management, preferably in housing repairs, refurbishments, or mixed-tenure estates
- Strong knowledge of contract administration and building regulations
- Proven ability to manage multi-disciplinary teams and handle sensitive stakeholder relationships
- Professional qualifications (e.g., MRICS, APM, or similar) are advantageous
- Excellent communication, organisational, and problem-solving skills
- Willingness for regular site visits
