Job Opportunity: Housing Delivery Manager

Do you want to help shape the future of housing in one of the UK’s most distinctive cities? Following Executive approval in April 2026, City of York Council is entering an exciting new phase in delivering our ambitious Housing Delivery Programme and bringing forward high-quality, low-carbon homes across York.

This is a fantastic opportunity to play a key role in delivering our new Housing Delivery Strategy. You will lead a diverse portfolio of residential developments, taking schemes from early concept through to construction, completion and handover. Your work will directly support the delivery of much-needed affordable housing, helping to meet the needs of residents now and into the future.

About the Role

A central part of this role will involve working in partnership with a new Strategic Delivery Partner (developer) to unlock development opportunities and accelerate delivery. You will also collaborate with a wide range of internal teams, consultants, stakeholders and funding partners to shape schemes, secure investment, manage risk and ensure projects are delivered on time, on budget and to the required standards.

Key Responsibilities

  • Lead a diverse portfolio of residential developments from early concept to completion.
  • Collaborate with a Strategic Delivery Partner to unlock development opportunities.
  • Work with internal teams, consultants, stakeholders, and funding partners.
  • Shape schemes, secure investment, manage risk, and ensure projects are delivered on time, on budget, and to the required standards.

Requirements

We are looking for a proactive, solutions-focused problem solver with experience in housing development or regeneration within a public sector context. You will bring:

  • Strong project or programme management skills.
  • Commercial awareness.
  • Experience of working with construction contracts, development agreements, and/or joint venture partnerships.
  • Confidence in leading complex projects, influencing stakeholders, and driving delivery forward in a dynamic environment.

Working Arrangements

Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
