Type: Permanent / Fixed Term Contract / Secondment
Grade & Salary: Grade D – £45,091 – £53,460 (Consultation grade, subject to formal evaluation under the Pay Equity Review)
Hours: 36.5 per week
Requirements: No sponsorship available. Applicants must have the right to work in the UK for the duration of the appointment.
About the Role
Birmingham City Council is seeking experienced and driven professionals to support the transformation and strengthening of supported housing across the city.
This position sits within the expanding Housing Solutions and Support Service, responding to rising demand, growing complexity, and new regulatory expectations—particularly in supported exempt accommodation and provision for residents with complex needs.
Key Responsibilities
Profitably leads improvements as set out in the Council’s supported housing programme, ensuring:
- Better coordination across the supporting housing system
- Performance improvements and governance assurances
- Accommodation that is safe, suitable, and achieves positive resident outcomes
Working in a complex housing system comprising over 32,000 supported housing units, this role plays a critical role in:
- Modernising services
- Focusing on efficiency, evidence-led practices, and prevention/move-on strategies
- Delivering meaningful change for Birmingham’s most vulnerable residents.
The role offers the chance to shape supported housing practices within Birmingham while driving system-wide improvements.
Responsibilities
In this role, you will:
- Support transformation and improvement initiatives across supported housing services, aligned with the Council’s growth and modernisation programme
- Contribute to commissioning and contract management for funded supported housing provision via partner organisations
- Monitor provider performance, service quality, and compliance to ensure accommodation is safe, suitable, and meets standards
- Use data, service intelligence, and performance metrics to identify gaps in provision and inform evidence-based decision-making
- Conduct needs analysis, service reviews, and value-for-money assessments to guide future supported housing provision and investment
- Support the development and implementation of supported housing strategies, policies, and business plans
- Contribute to governance, assurance frameworks, and reporting for supported housing services
- Collaborate with internal teams and external providers (voluntary sector organisations) to enhance system coordination
- Support the Council in responding to legislative and regulatory changes, including emerging compliance requirements
- Prepare reports, briefings, and business cases for decision-making, funding bids, and service development
- Engage stakeholders strategically to deliver a joined-up, city-wide supported housing approach

About You
Ideal Candidate
You will be analytical, collaborative, and committed to driving improvement in supported housing services and resident outcomes.
Key Requirements
Bring experience in one or more of the following:
- Supported housing, housing services, commissioning, or a related field
- Understanding of supported housing challenges, including quality assurance, demand, and regulation
- Service improvement, transformation, or programme delivery experience in a complex service environment
- Ability to use data insights and service performance metrics to inform strategic decisions
- Contract management or performance monitoring experience
- Strong partnership working skills—ability to build effective provider and stakeholder relationships
- Excellent communication skills including:
- Writing clear, structured reports
- Simplifying complex information for audiences
- Chairing meetings and leading discussions
- Strong organisational skills with a focus on:
- Multi-tasking across competing priorities
- Meeting deadlines
- A proactive problem-solving mindset with practical solutions
- A commitment to improving outcomes for vulnerable residents, including homelessness prevention
