Housing Revenue Account (HRA) Strategic Financial Advisor

Salary Range: £48,873 - £59,220 per annum Duration: Two Years Fixed Term Hours: Full Time – 36 Hours Location: Wandsworth Town Hall

Wandsworth Council manages one of London’s largest and most ambitious Housing Revenue Accounts, with responsibility for over £180m in annual housing expenditure and a capital investment programme exceeding £660m over the next three years.

This is an exciting opportunity to join Wandsworth’s housing finance team, where investment is being strategically pursued to enhance homes, estates, and services for residents. The council is delivering ambitious plans to:

  • Maintain and upgrade housing stock
  • Support sustainable communities
  • Drive long-term housing improvements

About The Role

The HRA Strategic Financial Advisor will join the central finance team and work closely with Wandsworth’s housing division. Reporting at a senior level, you will:

  • Shape key strategic financial decisions
  • Provide robust financial leadership for one of the UK’s leading authority housing services
  • Align financial strategy with Wandsworth’s long-term ambitions

strained to meet housing demand, the future of the borough and the needs of its community.


Specific Duties and Responsibilities

Strategic Financial Leadership

  • Lead the development and monitoring of the HRA 30-year business plan, ensuring alignment with financial sustainability and strategic housing plans.
  • Advise senior leaders, Cabinet Members, and service directors on HRA financial matters.
  • Conduct financial modelling and scenario analysis, assessing economic impacts from:
    • Rent policy decisions
    • Inflation projections
    • Investment demands
    • Housing growth strategies
  • Ensure compliance with HMRC, CIPFA (Chartered Institute of Public Finance & Accountancy) codes, and local government financial frameworks.

Financial Planning and Reporting

  • Oversee annual budgets, forecasts, and medium-term financial plans for the HRA.
  • Produce annual outturn and monitoring reports, including variance analysis and performance insights.
  • Provide accurate, timely financial intelligence to support:
    • Housing operations
    • Asset management
    • Capital investment decisions
  • Collaborate with internal audit and external audit to strengthen governance.

Capital Investment and Asset Management Support

  • Support financial planning for housing new-build schemes and major repairs.
  • Assist in evaluating housing development projects and regeneration schemes from a financial perspective.
  • Optimise capital financing strategies, including:
    • Borrowing strategies
    • Grant applications
    • Reserve management

Leadership and Collaboration

  • Champion financial expertise across non-specialist housing teams.
  • Develop financial literacy among colleagues for better cross-service decision-making.
  • Represent Wandsworth at key meetings on HRA and housing finance.

Essential Qualifications, Skills & Experience

  • Must be:
    • A qualified CCAB accountant (Chartered Accountants Ireland, ICAS, CIMA, ICAEW, ACL)
  • Local authority or social housing finance experience, with:
    • Proven experience in managing or advising on HRAs
    • Expertise in long-term financial planning, business modelling, and investment appraisal
  • In-depth knowledge of:
    • Housing policy and funding frameworks
    • Rent-setting regulations
    • Capital financing mechanisms
  • Proficiency in:
    • Financial planning tools (e.g., consolidates tools, budgets, high-level projections)
    • Advanced analytical techniques with strict attention to detail
  • Strong ability to:
    • Communicate complex financial concepts to non-expert stakeholders
    • Present findings clearly, concisely, and persuasively
