Housing Revenue Account (HRA) Strategic Financial Advisor

Salary & Terms

  • Salary Range: £48,873 - £58,820 per annum
  • Tenure: Two-year fixed-term contract
  • Hours: Full-time (36 hours)
  • Location: Wandsworth Town Hall

About the Role

Wandsworth Council manages one of London’s largest and most ambitious Housing Revenue Accounts, with annual housing expenditure exceeding £180m and a capital investment programme exceeding £660m over the next three years. This newly created position offers the opportunity to work within the central finance team, offering strategic financial leadership and shaping long-term housing outcomes.

The Housing Revenue Account (HRA) Strategic Financial Advisor will:

  • Support financial decision-making for high-profile housing services
  • Ensure long-term sustainability of the HRA
  • Drive ambitious investments in housing, estates, and community services

Key Responsibilities

Strategic Financial Leadership

  • Lead development and monitoring of the 30-year business plan, ensuring alignment with corporate and housing strategies
  • Provide strategic financial advice to senior leaders, Cabinet Members, and housing service directors
  • Conduct financial modelling to assess rent policies, inflation impact, and housing growth plans
  • Ensure compliance with statutory requirements, CIPFA Codes of Practice, and financial frameworks

Financial Planning & Reporting

  • Oversee preparation of annual budgets, forecasts, and medium-term financial plans
  • Produce HRA outturn reports, including variance analysis and performance insights
  • Support housing and capital investment decisions through accurate, timely financial data
  • Collaborate with Audit, Treasury and Internal Audit to maintain strong governance

Capital Investment & Asset Management

  • Support financial planning for capital programmes, including new builds and major repairs
  • Assist in the financial appraisal of development projects, regeneration schemes, and stock investments
  • Optimise capital financing (borrowing, grants, reserves) for long-term HRA sustainability

Leadership & Collaboration

  • Build partnerships across Service Areas and improve financial literacy for non-financial managers
  • Represent the organisation at internal/external forums on HRA and housing finance

Essential & Preferred Qualifications

Essential Requirements

  • CCAB-qualified accountant (or equivalent certification)
  • Substantial experience in local authority/social housing finance, particularly in HRA management
  • Proven expertise in long-term financial planning, business modelling, and investment appraisal
  • Strong understanding of housing policy, capital financing frameworks, and rent setting regulations
  • Proficiency in financial planning tools with strong analytical problem-solving skills
  • Excellent communication and presentation abilities, particularly in explaining complex issues

Preferred (but not essential)

  • Experience with VFM (Value for Money) reporting
  • Knowledge of LETF (Local Electricity Trading Framework) and sole trader arrangements
  • Familiarity with innovative financing models
