Housing Management Officer – South Locality

Directorate: Housing, Regeneration and Operations Section: Housing Management Grade: Level 12 Salary: £45,091 – £48,226 per annum (37 hours per week)

This role is open to both internal and external applicants.

About the Role

Your role will be within the Housing Management Team within the South Locality. This team provides a proactive, resident-first housing service, covering:

  • Tenancy management (issuance, modification, termination)
  • Estate management (maintenance coordination, land compliance)
  • Anti-social behaviour (ASB) and neighbourhood enforcement
  • Rent accounting, income advice, and tenant engagement
  • Leaseholder services and homeownership support
  • Strategic enforcement under council policies and ASB legislation

Operating within legal and procedural frameworks, you will ensure resident safety, tenancy compliance, and organisational accountability across all council-owned properties.

Tenant & Property Management

  • Manage all tenancy cycles – draft, sign, renew, and enforce agreements.
  • Balance risk mitigation with constructive engagement for vulnerable tenants.
  • Estate oversight – co-ordinate maintenance, compliance audits, and conditional repairs.
  • Act as the resident-facing liaison for complaints, disputes, or collaborative solutions.

Income & Revenue Support

  • Maximise rental income by managing rent collection, arrears recovery, and council tax liabilities.
  • Apply financial support schemes while adhering to fraud prevention protocols.

Community & Enforcement

  • Lead neighbourhood intervention when required, including eviction referrals and ASB restraining orders.
  • Pro-actively identify at-risk households and safeguard vulnerable residents.
  • Collaborate across council services for joint-action plans.

Team & Workplace Leadership

  • Supervise mid-level staff (e.g., housing assistants or compliance officers where applicable).
  • Navigate change – implement measures to streamline processes and address growing service demand.
  • Champion continuous improvement, embedding customer-centric principles in daily operations.

About You: What We Need

The ideal candidate will bring:

  • Detailed knowledge of housing law, tenancy types, and anti-social behaviour procedures
  • Experience managing teams and influencing results in midtier or senior team roles
  • A proven record of service innovation (process optimisation, dispute resolution)
  • Strong relational & stakeholder impact skills – residents, landlords, office staff.
  • Critical-thinking ability – assess complex situations using council policy to prioritise outcomes.
  • Resilience under pressure – prioritise tasks while maintaining emotional control and consistency.
  • Quantifiable success – for instance, improving retention rates, reducing arrears, or enhancing resident satisfaction.

No degree is required, but degrees or relevant qualifications (e.g., Regulated Qualification Framework, RQF) in housing or landlord/tenant law will be assessed positively.
