About the Role
Kent Police and Essex Police are seeking an experienced and resilient HR Business Partner to provide high-impact, strategic HR support within a complex, high-profile public sector environment.
This is a senior advisory role, working closely with:
- Chief Officers
- Senior leaders
- Operational managers
You will:
- Influence decision-making
- Shape workforce strategies
- Support organisational change
The role operates as a trusted professional adviser, balancing:
- Operational urgency
- Legal compliance
- Organisational risk

Key Responsibilities
- Provide expert HR advice across the full employee lifecycle, including:
- Complex employee relations cases (discipline, grievance, capability, absence management, family-related matters)
- Act as a strategic partner for senior leaders, supporting:
- Workforce planning
- Organisational design
- Change initiatives aligned to Force priorities
- Interpret and apply:
- Employment law
- Police regulations
- Terms and conditions
- HR policy Ensuring consistency, fairness, and legal compliance
- Support and influence leaders during organisational change and transformation, managing people risks
- Collaborate with HR and Learning & Development (L&D) colleagues to deliver integrated people solutions
- Build constructive relationships with staff associations and trade unions, contributing to:
- Consultation processes
- Negotiations
- Use workforce data and management information to:
- Identify trends
- Support evidence-based decision-making
- Shape strategic HR interventions

Requirements
We are looking for a strong people professional with:
Essential:
✔ Confidence to deliver and influence in a fast-paced operational environment ✔ Strong technical knowledge of UK employment law ✔ Proven experience in managing complex employee relations casework ✔ Ability to influence and advise senior leaders at an executive level ✔ Experience in supporting large-scale organisational change or workforce transformation ✔ Membership of the Chartered Institute of Personnel and Development (MCIP) status (or equivalent) ✔ Ability to bOURCE HR risk, work under pressure, and maintain professional judgment
Desirable:
- Experience within policing, emergency services, or public sector environments
- Pragmatic application of employment law in high-risk situations
- Experience handling high-volume casework with effective time management

Additional Information
Location Flexibility:
The principal work locations will be either:
- Essex Police Headquarters, Chelmsford
- Kent Police Headquarters, Maidstone
However, travel will be required across Essex and Kent locations.
Application Process:

Security Requirements:
- Additional vetting may be required depending on current clearance level
Eligibility:
- Applicants must be UK residents with continuous residency for 3 years (excluding those serving abroad in the British Armed Forces).
- Must have indefinite leave to remain (if applicable).
