HR & Governance Manager

Location: Portway, Birmingham (Office Based)
Salary: Circa £40,000 depending on experience, with flexibility to consider a higher salary for an exceptional candidate, subject to experience and current remuneration.

Company Description

Headway Traffic Management Ltd is a leading provider of temporary traffic management solutions for utility, highways, civil engineering and infrastructure projects across the Midlands and surrounding regions. Based in Birmingham, we support projects ranging from planned works to emergency response, delivering safe, reliable and fully compliant traffic management services tailored to our customers' needs.

Our experienced teams provide traffic management planning and design, road and lane closures, temporary traffic signals, Stop & Go operations, IPV services and equipment hire. We continually invest in our people, fleet and technology to maintain the highest standards of safety, quality and customer service, working in partnership with utility companies, local authorities, highways contractors and civil engineering organisations to keep projects moving safely and efficiently.

About the Role

Headway Traffic Management Ltd is looking for an experienced HR professional to join our management team in a newly developed HR & Governance Manager role.

This is an opportunity to build upon an established HR and governance function within a growing, safety-critical business. Working closely with the Head of Finance & Corporate Services and senior management, you will lead HR activities, strengthen governance processes and help develop practical systems that support both our employees and the wider business.

This is not a traditional HR Manager position. We're looking for someone who enjoys improving processes, leading investigations, supporting managers and embedding practical, legally compliant ways of working that people actually follow.

The Role

You will lead and coordinate a broad range of responsibilities including:

  • Employee relations, disciplinary, grievance, capability and absence management.
  • Recruitment, onboarding, inductions and annual workforce re-induction.
  • Occupational Health referrals and employee wellbeing coordination.
  • Training administration, competency records and management of the Company training matrix.
  • HR policies, employment contracts and employment law compliance.
  • Investigations, complaints and governance activities.
  • Corporate compliance, audits and continual business improvement.
  • Development, implementation and continual improvement of practical HR and governance processes.
  • Working closely with managers to improve consistency, efficiency and compliance across the business.
  • Leading and coordinating the Company's governance administration, ensuring records, documentation, management systems and compliance evidence remain accurate, organised, up to date and audit-ready.

About You

We're looking for someone who:

  • Has significant HR and Employee Relations experience.
  • Is confident leading investigations and advising managers.
  • Has a good understanding of UK employment law.
  • Has exceptional organisational and administrative skills, with the ability to manage detailed records, documentation and governance processes to a consistently high standard.
  • Understands that high-quality administration underpins effective HR, governance and legal compliance, and takes pride in producing accurate, professional and well-organised work.
  • Enjoys developing, implementing and improving systems and processes.
  • Can build positive working relationships whilst constructively challenging where appropriate.
  • Exercises sound judgement and takes a practical, solutions-focused approach.
  • Is proactive, organised and capable of managing multiple priorities without losing attention to detail.

Experience within a safety-critical, construction, utilities or operational environment would be advantageous but is not essential.
