About the Company

A Midlands-based Council is seeking an experienced HR Transformation Consultant to support a significant HR and Organisational Development transformation programme. This is an opportunity to play a key role in modernising HR services, redesigning operating models, improving digital capability and helping deliver a more strategic, data-driven HR function.

About the Role

This is an excellent opportunity to shape the future direction of a large public sector HR function, delivering meaningful and lasting improvements while working alongside senior leadership in a highly visible transformation programme.

Responsibilities

  • Developing and implementing an HR transformation roadmap
  • Supporting the design of a future HR/OD Target Operating Model
  • Reviewing and redesigning key HR processes across the employee lifecycle
  • Updating Workforce and Organisational Development strategies
  • Improving HR systems, digital capability and management information
  • Strengthening programme governance, reporting and benefits realisation
  • Supporting change management, communications and stakeholder engagement activity
  • Providing independent challenge and expert advice to senior stakeholders
  • Building internal capability through coaching, knowledge sharing and best practice

Qualifications

  • Significant experience delivering complex HR transformation programmes within large organisations
  • Essential public sector experience
  • Local government experience preferred

Required Skills

  • Strong experience of HR operating model design and implementation
  • Expertise in HR process improvement and service redesign
  • Experience of HR technology transformation, ideally Oracle HCM or similar platforms
  • Strong programme management, governance and stakeholder engagement skills
  • The ability to influence and challenge senior leaders effectively
  • A track record of delivering sustainable organisational change

Pay range and compensation package

  • Initial 3-month contract
  • Likely extension beyond the initial term
  • £650 per day
  • Outside IR35
  • Hybrid working 2 days per week on-site in the West Midlands
