About the Role
We are seeking an experienced Health and Safety Manager to lead the delivery of safety, health, and wellbeing standards across a complex defence infrastructure project. The role drives a proactive safety culture across construction, civil engineering, and marine workstreams, ensuring compliance with CDM 2015 regulations. Acting as the central point for all health and safety matters, the position provides strategic guidance to senior leaders and project teams, embedding safety throughout all phases of delivery. Reporting to the Project Manager and Head of Health and Safety, the role spans pre-construction through to handover, ensuring consistent standards and alignment across stakeholders and interconnected projects.
What You’ll Be Doing
The role ensures full compliance with health and safety legislation, including CDM Regulations, while providing expert guidance to senior leadership, project managers, and site teams. It supports the development and continuous improvement of health and safety policies and procedures, ensuring they remain effective and aligned with statutory and organisational requirements.

Working across all project phases, the position reviews and assures contractor and designer health and safety documentation, including risk assessments and method statements for high-risk activities. In collaboration with the Principal Designer and Principal Contractor, it identifies hazards, assesses risks, and implements robust control measures to maintain safe project delivery.
The role also promotes a strong safety culture through training, workshops, and ongoing communication, while conducting regular site inspections, audits, and assurance activities. It leads investigations into incidents and near misses, ensuring corrective actions are implemented, and works closely with stakeholders and operational teams to maintain alignment across site safety arrangements.
What You’ll Bring
Essential Experience & Skills
- Significant experience within construction, civil engineering, marine, or infrastructure projects
- Proven experience in Health and Safety management across the full project lifecycle (pre-construction, construction, and handover)
- Strong knowledge and application of CDM Regulations and relevant UK health and safety legislation
Desirable Requirements
- Experience covering environmental aspects within a wider HSQE function

Qualifications & Experience
Essential
- NEBOSH Diploma (or equivalent) in Occupational Health and Safety
Desirable
- Membership of a recognised professional body (e.g., IOSH, IIRSM), ideally Chartered status
- HNC, HND, or Degree in a relevant engineering, construction, or safety discipline
Location
Devonport - the role is Hybrid where 3 days per week will be spent on site.
