HSE Manager – Railway Renewals Project

Location: Cairo, Egypt

About the Opportunity

Our client is a leading international engineering and infrastructure contractor delivering some of the world's most complex transportation, infrastructure, and urban development programmes.

With a strong pipeline of rail, metro, and heavy infrastructure projects, the organisation has established itself as a trusted delivery partner for major public and private sector clients across the Middle East, Africa, and beyond. Its portfolio spans high-speed rail, metro systems, heavy rail, depots, maintenance facilities, and multidisciplinary transportation infrastructure, covering both greenfield developments and brownfield modernisation programmes.

As part of continued growth within its transportation business, the company has secured a major railway renewal and metro rehabilitation programme and is seeking an experienced HSE Manager to join the project leadership team.

The Opportunity

Working within an operational railway environment presents unique health and safety challenges. This project involves the rehabilitation, renewal, and upgrade of existing rail infrastructure while maintaining safe operations around live railway assets.

As HSE Manager, you will lead all Health, Safety, and Environmental activities across the project, driving a proactive safety culture whilst ensuring compliance with client requirements, statutory regulations, and international best practice.

Previous experience in these environments is considered essential due to the complexity and operational sensitivity of the works.

Key Responsibilities

  • Lead the project's Health, Safety, and Environmental strategy from mobilisation through to completion.
  • Develop and implement project-specific HSE management systems, procedures, and improvement initiatives.
  • Ensure compliance with applicable legislation, client standards, and recognised international best practice.
  • Establish safe systems of work for brownfield railway and metro construction activities.
  • Lead risk assessments, HAZIDs, method statement reviews, and task-specific safety planning.
  • Manage interface risks associated with operational railways and multiple project stakeholders.
  • Foster a positive safety culture across employees, subcontractors, and supply chain partners.
  • Lead incident investigations, root cause analysis, and corrective action programmes.
  • Deliver HSE inductions, behavioural safety programmes, and ongoing workforce training.
  • Monitor contractor performance through inspections, audits, and KPI reporting.
  • Liaise with clients, operators, regulators, and other key stakeholders.
  • Provide regular HSE reporting and strategic advice to senior project leadership.

Candidate Profile

We are seeking experienced HSE professionals with demonstrable success delivering safety leadership on major operational railway infrastructure projects.

You should possess:

  • Degree or Diploma in Health & Safety, Engineering, or a related discipline.
  • Professional HSE qualifications such as NEBOSH Diploma, NVQ Level 6, IOSH, CSP, or equivalent.
  • At least 10 years' HSE experience on large-scale infrastructure projects.
  • Previous experience as HSE Manager on railway or metro programmes.
  • Mandatory experience delivering brownfield railway projects involving rehabilitation, renewals, upgrades, or infrastructure modernisation.
  • Strong understanding of railway operational hazards, possession planning, worksite protection, and interface management.
  • Experience working within multinational contractor environments on complex transportation programmes.
  • Excellent leadership, communication, and stakeholder management skills.
  • Previous international project experience is advantageous.

Experience working for major railway infrastructure owners, metro authorities, or Tier 1 rail contractors on operational railway renewal programmes will be highly regarded.
