HSE Manager

Health and Safety Lead – Preston

Job Summary

The Health and Safety Lead is responsible for leading and driving continuous improvement in health, safety, and environmental performance across the Preston manufacturing, warehouse, and distribution facilities. This role ensures the development and implementation of the company’s HSE strategy, translating it into effective site-level improvements through tools, initiatives, and a positive safety culture. Key responsibilities include:

  • Supporting operational leaders in embedding best-practice safety protocols
  • Ensuring legal compliance while promoting operational excellence
  • Managing HSE-related CAPEX and OPEX budgets effectively

The role requires expertise in coaching, influencing, and behavioural change, delivering measurable improvements in safety, environmental compliance, and risk reduction.


The Person

The ideal candidate will be an experienced Health, Safety and Environment (HSE) professional with a proven track record in:

  • Manufacturing environments (minimum 5 years’ experience in HSE management)
  • Continuous improvement methodologies, including Root Cause Analysis and Lean Manufacturing
  • Driving cultural change, particularly in behavioural safety initiatives
  • Stakeholder engagement at all organisational levels
  • Data-driven decision-making to analyse trends, reduce risks, and improve performance

The Role

Core Responsibilities

  • Lead and drive continuous improvement in HSE performance across Preston’s manufacturing and warehouse operations
  • Champion the World Class Manufacturing (WCM) Safety Pillar, ensuring alignment with company-wide objectives
  • Develop and deliver HSE improvement plans, translating strategic goals into actionable site-level initiatives
  • Coach and support managers/leaders in implementing safety improvements and fostering positive behavioural change
  • Design and deliver HSE training programmes tailored to operational needs
  • Identify and eliminate safety risks using structured problem-solving methodologies
  • Promote a proactive safety culture through engagement with all levels of staff
  • Provide expert HSE advice and ensure alignment with ISO 45001 certification standards
  • Lead compliance audits (statutory and non-statutory) and implement corrective actions
  • Manage the electronic incident reporting system and investigate incidents/near-misses
  • Support contractor safety and high-risk activity management
  • Work with Environmental Compliance on permits, reporting, and sustainability targets
  • Develop and mentor the site’s HSE team, ensuring objective delivery
  • Collaborate closely with Production, Engineering, and Warehouse leadership to embed HSE excellence
  • Analyse performance data to identify trends and drive measurable improvements
  • Manage HSE budgets (CAPEX/OPEX) and Regulatory body engagements (HSE/EPA queries)
  • Maintain robust relationships with external stakeholders (e.g., regulators, contractors)

Requirements

Essential

  • NEBOSH Diploma, NVQ Level 5/6, or NEBOSH General Certificate (or equivalent professional qualification)
  • Minimum 5 years’ experience in a Health and Safety Management role within manufacturing
  • Proven experience developing HSE improvement programmes
  • Strong knowledge of UK HSE legislation
  • Ability to influence behavioural and cultural change
  • Excellent coaching, communication, and stakeholder management skills
  • Analytical problem-solving ability
