About the Role

Join the Health, Safety, Security, Quality & Environmental (HSSEQ) team at the Oil & Pipelines Agency (OPA), a dynamic unit supporting the growth of a leading public corporation.

Thisdemanding role requires a highly motivated, organised individual specialising in technical administration, documentation management, and stakeholder relations. Given the evolving nature of the business—both in the UK and overseas—your work will be critical in ensuring compliance, operational excellence, and the efficient flow of regulatory and internal communications.

Key Focus Areas:

  • Technical administration and powerful documentation management.
  • Vendor and regulatory correspondence, including responses to HSE, EA, and SEPA.
  • Collaborating across departments to facilitate audits, meetings, and reporting processes.

Responsibilities

Administrative & Coordination:

  • General administration (including **presentation preparation using MS Office tools).
  • Prepare monthly HSSEQ Customer Engagement Report (CE Report) by collating KPIs from various departments on tight deadlines.
  • Organise agenda papers, documentation, and distribution for HSSEQ Committee Meetings.
  • Respond to routine correspondence, managing communication on behalf of HSSEQ members.

Technical & Process Management:

  • Act as system administrator for:
    • Incident reporting, audit, and Management of Change (MoC) software (Action uploads).
    • Risk register system software.
  • Maintain diaries, coordinate internal meetings, and manage the HSSEQ team’s email system.
  • Arrange travel, accommodation, and cover duties for other administrators/PAs.

Financial & Document Support:

  • Process purchase requisitions and invoices via Focal Point as needed.
  • Monitor regulatory actions and ensure timely updates.
  • Coordinate internal stakeholders, audits, and external processes.
  • Arrange, format, and disseminate documentation following OPA's standard practices to ensure consistency.

Confidentiality & Specialised Training:

  • Manage and secure confidential information as required.
  • Cover for other administrative staff during their leave.

Requirements & Skills

Experience & Qualifications:

  • GCSE qualifications (or equivalent) are essential.
  • Preference for candidates with experience in a PA/Senior Administrative role, ideally in a technical environment.
  • Preferred: Project coordination experience.

Technical Skills:

  • Advanced IT skills, particularly proficiency in MS Office (Word, PowerPoint, Excel).
  • Knowledge of ADP software systems and bar coding software is beneficial.

Soft Skills & Traits:

  • Highly self-motivated, with excellent attention to detail and organisational abilities.
  • Exceptional communication and interpersonal skills, including strong influencing capabilities.
  • Ability to work on multiple tasks simultaneously under strict deadlines.

Logistical Requirements:

  • Full/preferably a clean driving licence is mandatory due to occasional site travel.

Interview Stages

  • Stage 1: 5 August 2026 (via Teams).
  • Stage 2: 26 August 2026 (On-site interviews).

About the Organisation

The Oil & Pipelines Agency (OPA) is a Public Corporation formed under the Oil and Pipelines Act 1985. Currently, their primary goal is to manage, maintain, and operate:

  • 6 Naval Oil Fuel Depots (OFDs)
  • 1 Petroleum Storage Depot
  • Additional facilities overseas on behalf of the Ministry of Defence (MOD).

With around 200 employees in the UK, OPA is committed to providing UK Defence operational energy security and is expanding internationally.
