HSSEQ Client Lead - RLAM

This role focuses on:
- Working in collaboration with the UK HSSEQ PM Lead to deliver health and safety compliance for RLAM client operations in the UK.
- Meeting Key Performance Indicator (KPI) targets outlined in the Client Management Services Agreement (MSA).
- Managing a HSSEQ Manager dedicated to the RLAM portfolio while working independently and collaborating on best practices and broader initiatives.
The role supports operational teams in maintaining optimal risk management platforms and conforming with ISO 14001/45001 certified Integrated Management System (IMS). The primary responsibilities include monitoring, risk management, verifying compliance, and auditing health, safety, and environmental management activities across the RLAM portfolio.
Responsibilities
Client Service
- Grasping the contents of the RLAM Management Services Agreement (MSA), ensuring JLL liabilities regarding health, safety, security, and environmental (HSEQ) issues are addressed effectively across all RLAM portfolio sites.
- Liaising directly with RLAM client stakeholders to assist in achieving their HSE goals and objectives.
Risk Management
- Assuring operational site teams across the RLAM portfolio adeptly handle identified risks, providing necessary support and advice.
- Keeping risk management platforms updated and ensuring they operate within agreed parameters for all RLAM sites.
- Conducting interrogation of our risk management platform (Vision by JLL), running regular reports, and working across the Workplace Risk & Resilience Team, RLAM site team, and service partners to manage compliance risks thoroughly.
- Generating risk liability reports and support as required, sharing data with the Senior HSSEQ Manager for cross-client trend analysis.
- Ensuring proper reporting and investigation of accidents and incidents as per agreed operational procedures across RLAM sites.
- Involvement in the resolution of serious incidents at RLAM sites, leading 'fair and just' investigations as required, and presenting reports.
- Reviewing and reporting on audit results pertinent to the RLAM portfolio and sharing insights with broader regional analysis teams.
- Developing and executing effective communication plans across RLAM operations.
- Driving the S.A.F.E.R culture program within RLAM client operations.

Technical HSSE Documentation
- Collaborating in the review and creation of technical HSSEQ operating documents and best practice guidance to ensure the RLAM sites' compliance with the latest guidance.
Consultant Interaction
- Monitoring external HSSEQ consultants to ensure proper identification, addressing, and management of liabilities effectively and cost-efficiently for RLAM operations.
Global Initiatives
- Reporting any non-compliance with agreed practices to the UK HSSEQ PM Lead.
- Contributing to effective implementation of global or regional HSSEQ transition programs.
Providing specialized advice on high-risk areas such as:
- Asbestos management.
- CDM (Construction Design and Management) regulations.
- Working at height.
- Events management, tailored specifically to RLAM operations.
HSSE Management & Audit Program
- Managing the internal audit program for RLAM sites with site-based teams following agreed work programs and criteria.
- Directly overseeing the dedicated HSSEQ Manager for the RLAM portfolio, setting aligned objectives, and supporting their professional growth and development.
- Ensuring that site-based teams have effective risk mitigation controls in place.
- Conducting audits on outgoing RLAM properties, ensuring these are assessed within that service charge year.
Training
- Collaborating with the UK HSSEQ PM Lead to maintain a training needs analysis and ensure relevant training provisions are delivered for RLAM portfolio needs.
- Preparing materials, facilitating, and delivering the necessary training courses and refresher briefings to RLAM operational teams.
- Coordinating training sessions across RLAM sites.
- Undertaking any other training-related duties requested by the UK HSSEQ PM Lead.

Qualifications, Skills, and Experience
Essential:
- NEBOSH General Certificate or an equivalent at degree level.
- NVQ Level 6 Diploma in Occupational Health and Safety Practices.
- Membership of the Institution of Occupational Safety and Health (IOSH) (Member) – preferred is Graduate IOSH or working towards Cert IOSH.
- Experience in training and facilitating training courses.
- Strong practical knowledge of property management would be advantageous.
- Microsoft Office skills: Proficiency in Word, Excel, and Outlook is essential; experience with databases and their integration is valuable.
- Strong analytical skills and ability to write detailed reports.
Desirable:
- Extensive experience in health, safety, and security management.
- Experience leading safety management teams or exhibiting problem-solving and critical thinking skills.
Other Attributes:
- Customer-service driven, with excellent communication skills.
- Strong interpersonal and influencing skills as a team player.
- Capable of working independently with minimal supervision, under pressure, and managing time effectively.
- Experience in contract management.
- An understanding of safety-related issues, exhibiting logical and critical thinking.
