HSW Manager – (Building Safety Act & Fire)

Building Safety & Fire Safety Manager Department: Health, Safety & Wellbeing Canary Wharf Management Limited | Senior Health & Safety Manager – Reporting Line


Job Summary

Lead the in-occupation Building Safety Act (BSA) and fire safety regime across Canary Wharf Group’s higher-risk residential buildings and mixed-use interfaces. Ensure strict compliance with:

  • Building Safety Act 2022 (Part 4)
  • Regulatory Reform (Fire Safety) Order 2005
  • Fire Safety (England) Regulations 2022

Protect residents, tenants, visitors, colleagues, and safeguard business assets. Salary: £60,000 – £75,000. Deadline: Sunday 19th July 2024. Working pattern: 4 days office + 1 hybrid day.


Key Responsibilities

Building Safety Act Compliance & Governance

  • Buildings Safety Case Oversight:
    • Develop, maintain, and submit Building Safety Cases and Safety Case Reports.
    • Secure Gateway 2 (design-to-build approval) and 3 (occupancy clearance) via complete submission packages.
  • Golden Thread Management:
    • Establish and regulate a secure digital single source of truth (planning → occupation → maintenance), ensuring accuracy, accessibility, and version control.
    • Integrate statutory data sets (e.g., Key Building Information (KBI)) and support the Principal Accountable Person (PAP).

Fire Safety Compliance & Risk Mitigation

  • Occupier Duties & Risk Assessments:
    • Conduct fire risk assessments (sufficient and suitable) and document significant findings.
    • Manage quarterly checks of common area fire doors and annual checks of flat entrance doors.
  • External Wall Assessment (EWI) and Fire Risk Appraisals (PAS 9980):
    • Commission/assess PAS 9980 reports on high-rise external wall fire assessments.
    • Integrate outcomes into Fire Risk Assessments/Fire Safety Plans and improvement programmes.
  • Mandatory Occurrence Reporting (MOR) System:
    • Establish a triage procedure for safety incidents and coordinate corrective actions.

Building Assurance & Regulatory Liaison

  • Regulatory Correspondence:
    • Interface with the Building Safety Regulator (BSR) on inspections, data requests, and occupancy readiness (e.g., Building Assessment Certificate (BAC) submissions).
  • Third-Party Audits:
    • Coordinate BSR inspections, FIREs (Fire and Rescue Service Engagement), and handover audits.
  • Legacy/Construction Phase Execution:
    • Ensure CDM Regulations (Construction (Design & Management) 2015) align with Building Safety standards.
    • Conduct site inspections for risk assessment compliance (RAMS), permits, and unsafe practice mitigation.

Stakeholder & Incident Management

  • Resident & Contractor Engagement:
    • Foster transparent complaint systems, and ensure resident feedback informs Safety Case revisions.
    • Oversee Fire Duty Officer (FDO) contracts, ensuring continuous emergency readiness.
  • Internal Collaboration:
    • Work closely with Building Managers, Operations Managers, and Construction teams for cross-phase consistency.

Operational & Strategic Support

  • Talent Development & Assurance:
    • Develop in-house training (e.g., emergency response, fire door inspection, fraud response protocols).
    • Champion competence development for BSRIA aligned roles.
  • Data Governance & Compliance:
    • Manage a compliance-ready master data environment, ensuring ISO 45001, ISO 9001, and GDPR alignment.
    • Foster transparent reporting (e.g., risk dashboards, BSA readiness metrics).

Requirements

Essential Qualifications & Experience

  • NEBOSH General Certificate (or equivalent), plus:
    • Fire safety certification (Level 4/5 Fire Safety), IFE membership, or FRAs (fire risk assessments).
    • 5+ years in health & safety/fire safety—specialising in *high-rise residential.
    • Proven regulatory compliance expertise (BSA, FSO, Fire Safety 2022 regulations).
    • Strong audit/incident investigation skills; able to synthesise outcomes into action plans.
  • Membership in IOSH, IFSM, IIRSM, or FPA (or seeking Level 6 Diploma in H&S).

Desirable Skills

  • Professional Chartered Status (e.g., Chartered IOSH, FPA, IFSM).
  • BFRS Accreditation (Building Safety).
  • Experience in:
    • Golden Thread consolidation, Safety Case Reports, and Gateway 2/3 submissions.
    • Managing PAS 9980 Fire Risk Appraisals of External Walls.
    • BSI Framework on release to the market remediation plans.
