Health, Safety and Wellbeing (HSW) Portfolio Manager
_Jointly owned by the Delivery Partner and Client*
Location: Hybrid (Weybridge, Surrey + based in London office).
About the Role
At Mace, we combine construction expertise with consultancy to unlock potential in people and projects. This large-scale programme role sits within Mace Consult’s Central Government team, delivering as the programme’s Delivery Partner for health, safety, wellbeing (HSW) and environmental performance.
You’ll report directly to the Client Lead or Head of Delivery Partnering to establish and instil HSW discipline across a wide-capital programme comprising eight cross-London sites.

Key Responsibilities
Strategic & Leadership
- Ensure client-centric HSW strategies align with regulatory frameworks and programme objectives.
- Spearhead the procurement of HSW-related supply chain contracts, assessing ITTs, PQQs, and tender submissions.
- Lead on net-zero carbon transitions, embedding proactive emissions reduction strategies.
- Comply with legal obligations, including client duties under health and safety laws.
- Drive compliance across programme sites, balancing client operations with construction projects.
- Oversee HSW emergency preparedness, collaborating with in-house Environmental Health and Safety Teams.
- Report timely and accurate performance to senior stakeholders (Project Team, Client function leadership).
- Develop/improve HSW standards/processes, ensuring alignment with third-party audits and continuous improvement goals.

Implementation & Assurance
- Liaise with client/portfolio stakeholders for collaborative HSW management (including contractors).
- Conduct inspections, hold contractors accountable, and promote good practice.
- Resolve non-conformities raised in third-party audits.
- Monitor audits, corrective actions and KPIs to spot gaps and improvements.
- Ensure incident investigations conclude all reports, extracting lessons learned.
- Partner actively with Mace H&S Teams on site-based executions.
Team & Change Management
- Lead a team of HSW Managers/Professionals, shaping responsible structures and coaching individual talents.
- Drive cultural alignment of HSW Excellence standards across programme roles.
Technical & Reporting
- Recommend improvements to current management systems (collaborating with subject-matter experts).
- Analyse trends in risk data and call for transformative actions—collaboratively and proactively.
- Provide clear decision-making reports: combining raw data points with senior business-relevant insight.
Requirements
This role requires proven HSW portfolio management experience across large C1/C2 facilitation programmes in the construction sector, including the following skills and qualifications:

Essential
- Proven HSW leadership in high-value complex programmes: 5–10 years’ relevant experience includes:
- Delivering assurance and improvement work to client-facing strategies.
- Gaining demonstrable experience in audits, remedial actions, KPIs, and reporting at multiple stages.
- Demonstrated ability to constructively exam audit findings and align the response across stakeholders.
- Strategic sourcing of HSW procurement skills.
- Expertise with delivery assurance (material/non-material KPIs).
- Advanced HSW/Asbestos knowledge: Proven ability to enact change, solve technical challenges, and present to policymakers third parties, ensuring safety global performance.
- Legislative expertise: NEBOSH Diploma/equivalent certification, registered C&G HSW Member, plus ongoing HSW CPD development.
- Experience introducing change across legal documentation, risk assessments, etc.
- Strong commercial acumen to deliver safe execution within project budgets.
- Exceptional written communication and stakeholder influence skills for client relationships.
