About the Role
The HR Business Partner – Workforce Change & Restructuring (AVP) plays a strategic role in supporting enterprise-wide workforce transformation initiatives across multiple business entities and global locations. This position partners with Human Resources, Employee Relations, business leaders, and specialist teams to deliver complex restructuring, organizational change, and workforce transition programs while ensuring legal compliance, operational efficiency, and an exceptional employee experience.
Location: Glasgow, United Kingdom (Hybrid)
Key Responsibilities
Workforce Change & Restructuring
- Lead and support workforce restructuring and organizational transformation initiatives.
- Deliver Human Resources workstreams for restructuring, outsourcing, insourcing, and organizational change programs.
- Support organizational redesign and workforce planning across multiple business entities.
- Coordinate workforce transition activities while ensuring business continuity.
- Develop implementation plans aligned with organizational objectives.
- Drive successful execution of large-scale workforce change initiatives.
Employee Relations & Consultation
- Manage employee consultation processes throughout workforce change programs.
- Provide expert guidance on employee relations matters and organizational change.
- Support redundancy programs in accordance with employment legislation.
- Lead consultations with employee representatives, trade unions, and works councils.
- Ensure fair, consistent, and legally compliant employee practices.
- Resolve complex employee issues with professionalism and discretion.
Project & Change Management
- Lead multiple concurrent workforce change projects from initiation through implementation.
- Develop project plans, timelines, governance frameworks, and communication strategies.
- Monitor project milestones, risks, and deliverables.
- Coordinate cross-functional teams to ensure successful project delivery.
- Maintain project documentation and implementation records.
- Drive continuous improvement within workforce transformation processes.

Governance, Risk & Compliance
- Conduct due diligence for workforce restructuring initiatives.
- Ensure compliance with employment legislation and regulatory requirements.
- Identify, assess, and mitigate organizational risks associated with workforce changes.
- Maintain governance documentation throughout project lifecycles.
- Support compliance with internal Human Resources policies and global standards.
- Promote best practices in workforce governance and change management.
Stakeholder Management
- Partner with business leaders, Human Resources teams, legal advisors, and specialist functions.
- Build effective relationships across geographically dispersed teams.
- Communicate workforce strategies clearly to internal stakeholders.
- Coordinate with country-specific Human Resources and Employee Relations teams.
- Support executive decision-making through strategic workforce guidance.
- Foster collaboration across complex matrix organizations.
Workforce Analytics & Reporting
- Analyze workforce data to support organizational decision-making.
- Prepare reports, dashboards, and project updates for leadership.
- Utilize Microsoft Excel to manage large datasets and perform data validation.
- Track workforce change metrics and project performance.
- Support evidence-based Human Resources planning through analytical insights.
- Maintain accurate documentation and reporting throughout workforce programs.
Qualifications
Required
- Significant experience as an HR Business Partner, Employee Relations specialist, or Workforce Change professional.
- Demonstrated experience leading workforce restructuring and organizational transformation initiatives.
- Experience managing employee consultations, redundancy programs, and organizational change.
- Experience working with trade unions and works councils.
- Strong understanding of employment legislation and Human Resources compliance requirements.
- Proven project management, stakeholder management, and change management skills.
- Advanced Microsoft Excel skills, including data management, PivotTables, VLOOKUP, and large dataset analysis.
- Strong analytical, organizational, and problem-solving abilities.
- Excellent communication and relationship-building skills.
- Ability to work successfully within a complex, matrixed global organization.
