HR Business Partner – Contingent Workforce & Compliance
London | Hybrid (3 days home / 2 days in-office) Salary up to £65K
Are you an experienced HR Business Partner with expertise in temporary workforce, agency worker, and fixed-term contract compliance?
We are recruiting for a newly created role within our European division of a fast-growing global organisation. This is an exciting opportunity to join a business undergoing significant growth, helping to establish governance, processes, and HR frameworks as the organisation expands across Europe through acquisitions.
This is a specialist HR Business Partner role focused on contingent workforce governance, rather than traditional generalist HR.

The Role
- Partner with stakeholders across multiple European countries to ensure compliant management of agency workers and fixed-term contractors.
- Provide expert guidance on:
- Agency worker regulations
- Employment compliance
- Contractual risk
- Support business growth through acquisitions, integrating contingent workforces.
- Advise managers on disciplinary and grievance matters related to agency workers.
- Develop and improve:
- HR processes
- Governance frameworks
- Compliance standards
- Collaborate closely with:
- HR
- Legal
- Operational stakeholders across Europe.

About You
To be successful in this role, you will have:
- Strong HR Business Partner experience, ideally in a contingent workforce or managed service environment.
- Expertise in:
- Agency worker regulations
- Fixed-term contracts
- Workforce compliance
- Excellent stakeholder management and commercial partnering skills.
- CIPD Level 5 or above.
- Relevant experience gained within organisations such as:
- Major staffing agencies
- Outsourcing or managed service providers
Bonus points:
- Exposure to European employment practices.
- Dutch language skills (not essential, but advantageous).
