Human Resources Business Partner

# HR Business Partner – Group Business Services (GBS) (Permanent)


Location: Burnley (with travel across group services) Salary: £46,915 per annum Contract Type: Permanent | Full-time (36.25 hours per week)

Group Business Services (GBS) brings together specialist expertise to support our services—our people are at the heart of everything we do.

This is a critical opportunity to join our People team as an experienced and values-driven HR Business Partner. The role goes beyond traditional HR—it’s about making a meaningful impact. You’ll be:

  • Partnering with senior leaders to shape and deliver people strategies that drive performance, engagement, and wellbeing.
  • Balancing strategic HR leadership with hands-on operational delivery.
  • Supporting major change initiatives, including restructures and TUPE transfers.
  • Using insights and data to inform decisions and enhance organisational outcomes.

Core Responsibilities

You’ll work closely with leaders to achieve:

  • Strategic HR Leadership

    • Develop and implement people strategies tailored to performance goals and change objectives.
    • Lead talent planning and organisational development.
  • Employee Relations & Conflict Resolution

    • Provide expert guidance on disciplinary actions, grievances, absence, performance management, and redundancy.
    • Ensure managers remain competent, confident, and compliant in employee matters.

  • Organisational Change

    • Support restructures, mergers, or TUPE transfers with clarity and immediate effect.
    • Champion gender equality, neurodiversity, and inclusive policies.
  • Data-Driven HR

    • Use people data and analytics to shape strategic decisions.
    • Improve organisational awareness through workforce engagement and mood surveys.
  • Compliance & Policy

    • Maintain alignment with employment legislation and policy while upholding organisational values.
  • Coaching and Leadership Support

    • Coordinate and challenge senior managers on people-related issues.
    • Foster a psychologically safe, inclusive, and high-performing workplace.

Essential Qualifications & Experience

  • CIPD Level 5 (or equivalent)—or currently working towards it.
  • Proven track record of partnering with senior leaders to execute strategic HR initiatives and facilitate change.
  • Extensive experience in complex employee relations, covering:
    • Disciplinary and grievance procedures
    • Absence management
    • Redundancy and redeployment programs
  • Direct TUPE transfer or large-scale change programme experience.
  • Exceptional knowledge of HR best practices and employment law.
  • Ability to influence, coach, and challenge leaders in high-stakes conversations.
  • Capacity to synthesis data and insights into actionable outcomes.
  • Ability to operate seamlessly at strategic and operational levels in fast-paced environments.

Desirable Qualifications

  • CIPD Level 7 qualification.
  • Past experience supporting multi-service or regulated organisations (e.g., local authorities or public providers).
  • Familiarity with HR analytics tools (e.g., iTrent) and workforce planning.
  • Interest in EDI, wellbeing, or engagement strategies.
