Job Title: HVAC Assessor
Project: HS2 (High Speed Two)
Department: Mechanical, Electrical & Public Health (MEP) / Quality Assurance
Reports To: Quality Manager / MEP Construction Manager
Role Overview
The HVAC Assessor is responsible for inspecting, assessing, and verifying the installation, testing, and commissioning of heating, ventilation, and air conditioning (HVAC) systems across the HS2 project. The role ensures all HVAC works comply with project specifications, relevant British Standards, industry regulations, and HS2 quality requirements while supporting safe and efficient project delivery.
Key Responsibilities
- Carry out quality inspections and assessments of HVAC installations throughout construction.
- Verify that installations comply with:
- Project specifications
- Design drawings
- British Standards (BS)
- Building Regulations
- CIBSE guidance
- HS2 quality standards and procedures
- Review Inspection and Test Plans (ITPs) and ensure inspection hold points are met.
- Witness testing, balancing, flushing, pressure testing, and commissioning activities.
- Complete quality inspection reports and maintain accurate records using digital quality management systems.
- Identify defects, non-conformances (NCRs), and quality issues, ensuring corrective actions are implemented and closed out.
- Liaise with subcontractors, site supervisors, engineers, commissioning teams, and client representatives to resolve technical and quality issues.
- Support handover activities by verifying completion of quality documentation and commissioning records.
- Participate in internal and external quality audits.
- Promote best practice in quality assurance and continuous improvement across the project.
- Ensure all inspections are carried out in accordance with HS2 safety requirements and CDM Regulations.
- Monitor installation workmanship and provide feedback to improve quality standards.
- Assist in reviewing technical submittals, method statements, and risk assessments where required.

Skills and Experience
Essential
- Experience in HVAC installation, inspection, or quality assurance on major infrastructure or construction projects.
- Strong understanding of commercial and industrial HVAC systems.
- Knowledge of:
- HVAC commissioning
- Air handling units (AHUs)
- Chilled water systems
- Heating systems
- Ventilation systems
- Ductwork installation
- Pipework installation
- Controls integration
- Ability to interpret mechanical drawings, schematics, and specifications.
- Experience completing quality inspections and producing detailed reports.
- Understanding of QA/QC processes and Inspection Test Plans (ITPs).
- Good communication and stakeholder management skills.
- Competent using Microsoft Office and digital quality management platforms.
Desirable
- Experience working on rail or major infrastructure projects.
- Knowledge of HS2 quality standards and delivery requirements.
- Familiarity with ISO 9001 Quality Management Systems.
- Experience using BIM models for inspection purposes.
- Understanding of NEC contracts.
Qualifications
- NVQ Level 3 or equivalent in Heating & Ventilation, Building Services Engineering, or Mechanical Engineering.
- CSCS Card (appropriate level).
- SSSTS or SMSTS (desirable).
- IOSH Managing Safely or equivalent.
- City & Guilds or equivalent HVAC qualifications.
- Commissioning or QA/QC certifications (desirable).

Working Environment
- Site-based role across HS2 construction locations.
- Regular inspections of construction and commissioning activities.
- Frequent interaction with multidisciplinary engineering teams, contractors, and client representatives.
- Occasional travel between HS2 sites may be required.

- Timely completion of inspections and assessments.
- Reduction in defects and rework.
- Effective close-out of non-conformance reports (NCRs).
- Successful support of commissioning and handover activities.
- Positive audit outcomes and adherence to ISO 9001 quality requirements.
- Delivery of accurate inspection records and documentation within project timescales.
