HWRC Contract Compliance Officer – Waste Management
Location: Carlisle (with mandatory travel)
Salary: Up to £36,750 per annum
Hours: 37.5 per week (Mon–Fri) Benefit: Company van and fuel card provided
Biffa has 25-year contractual responsibility for managing 14 Household Waste Recycling Centres (HWRCs) under a partnership with Cumberland Council. This key role ensures strict compliance with Biffa Cumbria’s contractual obligations across all operational aspects of the sites.
As an HWRC Contract Compliance Officer, your position will involve:
- Regular travel across Cumbria to conduct on-site inspections
- A base role at our Hespin Wood offices, Carlisle
- Overseeing service quality and contraction compliance at public-facing recycling centres
You will provide proactive on-site oversight, monitor operational excellence, and ensure infrastructure, maintenance, and asset integrity align with contractual and safety standards. As part of this role, you’ll also develop expertise in cradle-to-grave lifecycle management, troubleshooting issues, and driving continuous improvement through active collaboration with sub-contractors and Council representatives.
Key Responsibilities
- Inspections & Compliance Monitoring
- Conduct weekly on-site inspections to assess Contractor Operational Compliance against the Output Specification and Service Delivery Plans
- Identify, report, and investigate performance failures per contractual procedures, resolving issues collaboratively with sub-contractors
- Escalate critical breaches to appropriate Parties

Health & Safety Leadership
- Conduct regular Health & Safety inspections and liaise with sub-contractors
- Major partnership with SHEQ (Safety, Health, Environment, Quality) to close out actions from audits
- Support or lead updates to Risk Assessments and operational procedures

Maintenance & Asset Management
- Manage the planned maintenance programme and reactive repairs per the Asset Management Plan
- Procure and supervise sub-contractors/suppliers to ensure compliance with Health & Safety standards
- Track and maintain accurate records (expenditure logs, maintenance history, incident reports)

Reporting & Audits
- Contribute monthly monitoring reports for Biffa’s Customer (Cumberland Council)
- Participate contractual meetings with Council, sub-contractors, and Biffa’s Internal Teams
- Assist in Offtaker Audits and Contract Compliance Audits (Transfer Stations / Landfill Operations)
Essential & Preferred Experience / Skills
Essential
✔ Experience in waste management (preferably in an operations or compliance role) ✔ OR experience in an SLA (Service Level Agreement) based contract environment (similar to Biffa’s model) ✔ Contractor management or infrastructure maintenance supervision experience ✔ Highly detail-oriented with a passion for operational excellence ✔Ability to build and maintain strong working relationships with colleagues, sub-contractors and Council representatives ✔ Discretion, organisation, and self-sufficiency with a structured approach to deadlines ✔ Full, clean driving licence (personal vehicle is/the mandatory company vehicle) ✔ Proficient in Microsoft Office (Word / Excel) with IT literacy

✅ Certification in IOSH Managing Safely or an equivalent Health & Safety qualification
