Household Waste Recycling Centre (HWRC) Officer Location: Carlisle (with regular travel throughout Cumbria) Salary: Up to £36,750 per annum Contract: 37.5 hours per week (Mon–Fri)

A company van and fuel card will be provided as part of this role.


About the Role

Biffa is responsible for managing 14 Household Waste Recycling Centres (HWRCs) under a 25-year contract with Cumberland Council. The HWRC Officer ensures compliance with Biffa Cumbria’s contractual obligations while delivering exceptional operational service.

Based at our Hespin Wood offices in Carlisle, this role requires frequent travel to HWRC sites across Cumbria. You will monitor site compliance, maintain infrastructure, and drive continuous improvement in collaboration with our customer and subcontractors.

The HWRCs are a public-facing service where operational standards and contract adherence are paramount. As an HWRC Officer, you will:

  • Ensure high compliance with project agreements and subcontracts.
  • Support lifecycle asset management from completion to replacement.
  • Cultivate deep knowledge of contractual obligations and adopt a proactive problem-solving approach.

Responsibilities

Your key duties include:

  • Weekly on-site inspections of contractor compliance against Operational Specifications and Service Delivery Plans.
  • Identifying, reporting, and resolving performance failures (e.g., delays, quality issues) by liaising with subcontractors and improving processes.
  • Conducting regular Health & Safety inspections and ensuring actions are closed with the SHEQ team.
  • Managing planned maintenance and arranging reactive repairs of site infrastructure, plant, and assets—ensuring contractors adhere to Asset Management Plans and Health & Safety standards.
  • Maintaining accurate records (expenditure logs, maintenance files, incident reports).
  • Assisting in reviewing and updating risk assessments, operational procedures, and service plans.
  • Contributing to Monthly Monitoring Reports for the customer.
  • Supporting contractual meetings with stakeholders and offtake audits.
  • Assisting in contract compliance audits for subcontracted transfer stations and landfill operations.

Requirements

Essential Skills & Experience

  • Proven waste management experience (operations or compliance) or experience in SLA-based contractual environments.
  • Knowledge of contractual management, contractor supervision, and maintenance coordination.
  • Highly personable, detail-oriented, and driven by operational excellence.
  • Strong relationship-building skills to collaborate with subcontractors, partners, and the customer.
  • Independent working with Exceptional Organisation—meeting deadlines while maintaining rigorous standards.
  • Full clean driving licence (essential for regular travel).
  • IT competency (MS Office, Word, Excel).
  • Preferably hold an IOSH Managing Safely or equivalent Health & Safety qualification.
