The Income Generation and CA Lead will join a long-standing, successful partnership between Citizens Advice, Colebrook Southwest, and Engaging Communities SW, who together deliver Healthwatch services across Devon, Plymouth, and Torbay. It is an incredibly exciting time to jump on board. Big changes are being proposed for Healthwatch at a national legislative level, reshaping how the patient voice is represented in health and care system development. Instead of waiting to see what happens, our partnership is proactively developing alternative local delivery models. Building on our existing offer, we are modernising our approach and building a stronger, more sustainable partnership.
About the Role
To navigate future legislative and technological changes and to keep our work sustainable and expanding, you will explore and identify new funding streams, build the business case for investment and showcase our incredible data to potential service funders.
About You
As a member of our senior leadership team, you will bring your passion, ability to connect with people, and income generation skills to support our partnership through this next chapter. In this role, you will also remain closely connected to our core operations, leading frontline staff in key engagement activities and organisational development.

Income Generation and Citizens Advice Lead
Key Responsibilities
1. Income Generation
- Develop the partnership’s income generation strategy, building a sustainable, diversified revenue model which leverages the partnership’s strengths in engagement, data insights and research.
- Draft compelling business cases and produce funding proposals that secure new income streams, enabling the partnership to address local health inequalities and systemic issues at the highest level.
- Support the development of data-merging between Citizens Advice and Healthwatch datasets to create powerful, easy-to-read case studies that commissioners and regulators cannot ignore.
- Secure the investment and budgets required to integrate rapidly evolving technologies into the partnership, enhancing and expanding our analytical capabilities.
- Ensure all generated bids and services align seamlessly with local health system priorities, prevention agendas, and health inequality strategies.

2. Partnership & Community Engagement
- Working closely with the Senior Leadership Team, identify and build relationships with new and potential partners and commissioners, showcasing where our unique multi-agency insights add value to Devon’s health and care system.
- Organise and participate in community engagement activities, with a focus on directing the use of our Citizens Advice resources to effectively connect with communities that are often left out or "seldom-heard".
- Work with the senior team to trial fresh, welcoming network models that keep our partnership close to the ground.
- Represent the partnership at local health service design and planning meetings, as directed.
- Work with the existing Lay Visiting Team to support the development of a new volunteer team, starting with a focus on North Devon.
3. Team & Daily Operations
- Employ matrix management to guide Citizens Advice Devon Healthwatch Champion team, ensuring their day-to-day work, meetings and engagement activities sync with the partnership’s wider goals.
- Manage our Contact Centre systems and staff, keeping things running smoothly so local residents get a warm, high-quality experience every time they reach out.
- Build a supportive culture focused on learning, listening, and continuous improvement.
- Proactively monitor and share Citizens Advice insights, trends, and evidence into the partnership to help map wider patterns and hold local healthcare leaders accountable.
4. Other areas of work
- Keep up to date with Citizens Advice and partnership training and development requirements, and actively manage your professional development
- Develop and maintain Information Technology proficiency to support your work requirements
- Partner closely with VCSE and other organisations to share best practice, and problem-solve.
- Participate in, and lead staff team meetings as required.
- Maintain accurate records and develop systems to continuously develop and improve service delivery.
- Meet and follow organisational procedures around GDPR, information technology, health and safety and other requirements.
- Ensure that work undertaken reflects and supports Citizens Advice EDI priorities

Key Performance Indicators (KPIs)
We want to support you to succeed. In your first 6 months, we will look to achieve the following together:
- Make at least three new viable funding or commissioning proposals.
- Achieve increased engagement and feedback from underrepresented groups through use of CA resources and intelligence.
- Recruit, train, and set up a core volunteer Lay Visiting Group for North Devon, including a plan for visiting local care homes.
Person Specification
Essential
- Successful bid writing experience that has led to diverse income generation in a charitable setting. Knowledge of public sector tender and procurement processes, and full cost recovery.
- The ability to look at numbers and human stories, pulling out the clear facts needed to write compelling business cases.
- Experience guiding teams, managing projects, and helping people thrive.
- A solid understanding of how the health and social care landscape works across Devon, Plymouth, and Torbay.
- A good grasp of the Citizens Advice model and/or the statutory framework behind Healthwatch.
- Strong digital skills leadership.
- Strong influencing and relationship building skills and an ability to navigate complex, multi-partner governance structures.
- Deep understanding of health inequalities, community engagement methodologies, and co-production.
Desirable
- Real-world experience co-designing and building services alongside volunteers and the community members who use them.
- Existing networks within local VCSE, NHS Trusts, ICS infrastructure, or Local Authorities, ideally linked to northern and eastern Devon.
