Income Officer – Temporary Accommodation
Temporary Accommodation Income Officer – Permanent (2.4 Positions)
Salary: Grade B – £28,598 - £34,434
- Consultation grade – subject to formal evaluation under the Pay Equity Review
Hours: 36.5 per week
About the Role
The Income Team in Temporary Accommodation has recently been transitioned into the Rents Service within Finance following a review aimed at improving income collection and debt recovery. This role focuses on supporting Temporary Accommodation occupants while preventing debt accumulation and ensuring the Council’s financial targets are met.
As a Temporary Accommodation Income Officer, you will:
- Maximise income collection
- Recover arrears in line with legislation, policy, procedures, and service standards
- Help residents maintain financial stability through advice and support
Key Responsibilities
- Manage and monitor Temporary Accommodation charge accounts to ensure timely payments and compliance with agreements
- Identify and pursue arrears, negotiating repayment plans while balancing legal obligations and resident well-being
- Conduct financial assessments and income calculations to determine fair and supportable charges
- Liaise directly with residents, providing financial advice, benefits guidance, and income-related support
- Work with external agencies and support services to assist residents in accessing appropriate aid
- Maintain accurate records and prepare reports on income collection, arrears, and financial performance
- Collaborate with team members and managers to improve collection rates and operational efficiency
- Adopt a "first right, on time every time" approach when managing income and arrears cases
- Utilise multiple computer systems to process requests, generate management reports, audits, and maintain system accuracy
- Process occupation charges for Temporary Accommodation properties, ensuring compliance and transparency
- Promote financial inclusion and benefit uptake to maximise residents’ income
- Assist in preparing and presenting statistical reports on team performance for decision-making purposes

Key Requirements & Essential Skills
Experience & Knowledge
- Previous experience in income maximisation, collections, or arrears management, preferably within a social housing or public sector context
- Strong understanding of relevant housing legislation, housing benefit, and welfare reform
- Familiarity with homelessness support regulations, including eligibility and service delivery criteria
Skills & Competencies
- Strong communication and negotiation skills – Ability to balance financial recovery with long-term resident support
- Independent problem-solving while working collaboratively within a team
- Excellent organisational and time-management skills – Ability to prioritise caseload effectively
- Proficiency in housing management software and Microsoft Office
Personal Attributes
- Empathy and discretion when dealing with vulnerable residents
- Ability to recognise the Council’s financial needs while maintaining high standards of client care
- Willingness to contribute to team improvements and service transformation
