Independent Reviewing Officer

Independent Reviewing Officer – Permanent, Part-Time (18.5 hrs/week, Hybrid)

About the Role

The Children and Families Department works with children, young people, families, and partner agencies using a strengths-based approach known as "Our Nottinghamshire Approach". The Independent Chair Service (ICS) provides independent reviewing and co-ordination of care plans for:

  • Looked after children
  • Child protection plans
  • Care leavers
  • Children in need subject to supervision orders

The service sits within the Strategic Safeguarding and Independent Review Group, encompassing:

  • Strategic safeguarding responsibilities
  • Local Authority Designated Officer (LADO) function
  • Missing children support
  • Safeguarding in education
  • Child criminal exploitation
  • Child sexual exploitation

The role requires independent chairing of reviews using a strength-based approach.


Key Responsibilities

Core Duties

  • Chair complex reviews in line with legislative frameworks, regulations, and guidance for:
    • Looked after children
    • Care leavers
    • Children in need with supervision orders
  • Act as a corporate parent, monitoring and challenging the Local Authority’s performance
  • Ensure that the voice of the child is heard and properly represented
  • Lead meetings and demonstrate independent challenge to professionals and agencies
  • Provide governance and holding to account for statutory reviews to safeguard the well-being of children
  • Apply expertise in law, policy, and practice where children’s needs are not being fully met
  • Promote independent scrutiny and ensure high-quality outcomes for children

Essential Skills & Attributes

  • Ability to chair meetings effectively, liaising with social workers, managers, children and carers
  • Experience of providing social work supervision and support
  • Thorough understanding of relevant legislation, regulations, and guidance regarding looked after children and care leavers
  • Demonstrated competence in championing child participen& respectable, ensuring children are heard and protected
  • Experience of analysis and decision-making in line with safeguarding policies
  • Ability to manage time effectively under pressure and navigate challenging situatiopns
  • Written and verbal communication skills to support professional dialogue and reports
  • Excellent problema-sultiility, including the ability to handle complaints and representation processes

Requirements

Essential Criteria

✅ Professional qualification in social work ✅ Minimum of 5 years post-qualification experience ✅ Experience in social work supervision and support ✅ Confidence in chairing complex meetings ✅ Working knowledge of legal frameworks for looked after children and care leavers ✅ Evidence of independence and willingness to challenge practice ✅ Strong communication skills with children, young people, and professionals ✅ Experience of complaints and representation processes

Desired (Non-Essential)

  • Knowledge of multi-agency safeguarding
  • Experience in monitoring systemic issues
  • Familiarity with child criminal exploitation or safeguarding in education

Salary & Working Arrangements

  • £44,075 – £49,282 per annum (pro rata for part-time)
  • Part-time: 18.5 hours per week
  • Location: Meadow House, Littleworth, NG18 2TB
  • Work Pattern: Hybrid
