Information Governance Manager & Deputy Data Protection Officer
MG1 £57,171 - £72,186 (pro-rata for 21.6 hours/part-time) 2 Years Fixed Term Richmond and Wandsworth (hybrid working available) Job share opportunity
About the Role
The Information Governance Manager & Deputy Data Protection Officer (DPO) role is pivotal in ensuring robust information governance, compliance, and risk management across Richmond and Wandsworth Councils.
You will:
- Lead and shape information governance strategy, ensuring adherence to policies and frameworks.
- Safeguard public trust and asymmetric public confidence in information handling.
- Serve as the Deputy Data Protection Officer (DPO), providing critical support to statutory responsibilities, including regulatory oversight and influence at senior levels.
Key Responsibilities
Strategic Leadership
- Lead the development and implementation of information governance policies and frameworks.
- Drive continuous improvement in compliance and risk management processes.
- Provide assurance to internal and external stakeholders, including regulators.
Operational Oversight
- Oversee audits, Data Protection Impact Assessments (DPIAs), and breach management.
- Manage queries and information rights services (e.g., FOI, complaints, data subject rights).

Compliance & Stakeholder Relations
- Act as the senior escalation point for complex cases, ensuring consistent decision-making.
- Support the Data Protection Officer (DPO) in fulfilling statutory duties (e.g., privacy notices, records retention).
- Build strategic relationships with senior officers, Councillors (Members), and regulatory bodies (e.g., ICO, Public sector, housing association).
Team Development
- Lead, mentor, and develop the Information Governance team, fostering a culture of compliance and continuous improvement.
- Supervise secondment candidates from councils within the partnership.
Awareness and Reporting
- Deliver mandatory awareness training to staff across the organisations.
- Produce and present corporate reporting, ensuring transparency and accountability.
Essential Qualifications, Skills & Experience
- Significant senior-level experience in information governance and data protection (minimum 5 years).
- Proven ability to develop and assure governance frameworks aligned with regulations like GDPR/domain-specific legislation.
- Strong track record in managing high-risk or sensitive data protection issues, including investigative and ethical considerations.
- Advanced knowledge of DPIAs, audits, and alike (legislation, standards like BS 10008:2022 Information Governance).
- Confidence in advising senior stakeholders and regulators, including executive leadership and external oversight bodies.
- Strong project management skills with a drive for continuous quality improvements.
- Leadership proven in leading high-performing teams.
