Information Governance Manager & Deputy Data Protection Officer

Grade: MG1 Salary: £57,171 - £72,186 Hours: 21.6 part-time Contract: 2 years fixed-term

Objective of the Role

You will lead and shape information governance strategy across Richmond and Wandsworth Councils, ensuring:

  • Robust compliance with regulations
  • Strong assurance of information management and protection
  • Continuous improvement in data safeguarding
  • Acting as Deputy Data Protection Officer (DPO), supporting statutory responsibilities
  • Influencing decision-making at council leadership level

About the Role

Your core responsibilities include:

  • Lead development and implementation of information governance policies, frameworks and controls
  • Drive continuous improvement in compliance and risk management
  • Oversee information governance compliance audits, Data Protection Impact Assessments (DPIAs), breach reporting, and information rights enforcement cases
  • Serve as senior escalation point for complex cases
  • Support the Chief Data Protection Officer with statutory responsibilities
  • Build and maintain relationships and collaboration with:
    • Senior strategic officers
    • Elected Members and regulatory bodies (ICO, etc.)
  • Lead the Information Governance team, including talent development and operational direction
  • Deliver training initiatives for stakeholders and employees
  • Produce reliable corporate reporting on governance performance

Essential Qualifications, Skills and Experience

  • Extensive senior-level experience (minimum 5+ years) in:
    • Information Governance
    • Data Protection Law and Compliance
  • Ability to design and assure sophisticated governance frameworks
  • Hands-on experience with:
    • High-risk data protection incidents
    • Data Protection Impact Assessments (DPIAs)
    • Information Rights and Regulatory Audits
  • Demonstrated ability to advisor senior stakeholders, external regulators and Council leadership
  • Track record of leading high-performing teams and fostering collaborative working cultures
