The Role:
We're looking for an experienced IT Portfolio Manager to lead the governance, prioritisation and successful delivery of a diverse portfolio of technology programmes and projects within a highly regulated organisation.
You'll be responsible for ensuring strategic alignment across the portfolio, managing investment priorities, overseeing governance, financial planning and resource capacity, whilst providing senior stakeholders with clear visibility of delivery performance, risks and business outcomes. You'll also play a key role in driving continuous improvement across portfolio management practices and supporting large-scale digital transformation initiatives.
Responsibilities:
- Develop, maintain and govern the IT project and programme portfolio.
- Ensure portfolio initiatives align with business and technology strategies.
- Manage portfolio demand, prioritisation and investment decisions.
- Establish and maintain portfolio governance frameworks and reporting.
- Facilitate steering committees and portfolio review boards.
- Monitor portfolio risks, issues and dependencies, escalating where appropriate.
- Manage portfolio budgets, forecasting and investment planning.
- Track financial performance against approved business cases.
- Support benefits realisation and value delivery across the portfolio.
- Work with PMO, technology and business teams to optimise resource capacity.
- Produce executive dashboards, portfolio reporting and KPI analysis.
- Drive continuous improvement across portfolio management processes and tooling.

Skills & Experience:
- Extensive experience managing IT portfolios, programmes or complex project environments.
- Strong understanding of portfolio management methodologies and governance.
- Experience managing multiple concurrent technology programmes and projects.
- Strong financial management, budgeting and business case evaluation skills.
- Excellent stakeholder management and influencing abilities.
- Strong analytical, reporting and presentation skills.
- Experience using portfolio management tools such as Planview, Clarity, ServiceNow PPM, Jira Align or Microsoft Project Online.
Desirable Skills:
- Experience working across Agile, Waterfall and hybrid delivery environments.
- Knowledge of enterprise architecture and technology strategy.
- Experience supporting digital transformation programmes.
- Understanding of IT Service Management (ITSM).
- Change management and benefits realisation experience.
- Relevant certifications such as MoP, MSP, PRINCE2, PMP, PgMP or Agile qualifications.
