Inspector ATS (Operations)
Principal Inspector, Air Traffic Management (ATM) – Harmonised Regulatory Division London
Salary: up to £61,000 dependent upon experience + £37,776 Market Related Supplement (MRS). Contract Type: Permanent, Full-time Security Level: CTC Location: Gatwick, Manchester or Stirling – minimum 40% office attendance per month. Visa Restrictions: This position does not offer visa sponsorship. Closing Date: 23rd July 2026 Interview Date: 18th and 19th August 2026

The post holder will report to the Principal Inspector ATM and be accountable for:
- Regulatory oversight of Air Traffic Management (ATM) arrangements at Air Navigation Service Providers (ANSPs) and designated sites.
- Discharging obligations from the UK Government under the UK Air Navigation Order (ANO) and international legislation/standards.
Core Accountabilities

Planning & Conducting Audits & Inspections: Ensure effective regulatory oversight of ANSPs and ATS providers in line with UK legislation (including the UK ANO).

Performance-Based Oversight (PBO) Processes: Contribute as a Technical Specialist to assess industry performance, sharing safety intelligence while adhering to Better Regulation principles.

Competence Assessment: Evaluate and renew/issue ATS licences, ratings, and endorsements for operational staff at allocated ANSPs/ATS Units.

Collaborative Goal Achievement: Work with Airports and Operations (AAA) to meet performance targets set by the Principal Inspector ATM.

Regulatory Policy & Procedures Engagement: Participate as a technical expert in policy discussions, potential deputising, and cost-effective safety regulation within budget constraints.

Cross-Functional Collaboration: Cooperate with AAA/SARG teams or external bodies (government, regulators) to enhance oversight effectiveness.

Incident Investigation Support: Assist as a team member when technical expertise is required during investigation processes.

Contract & Support Roles: Provide direction on CAAi contracts, training oversight (including mentoring new inspectors), and sign-off training modules.
About You
Key Requirements
You will possess an extensive understanding of ATM safety regulatory frameworks in the UK, including:
- UK (EU) Reg No 2017/373 (ATM/AN services oversight requirements)
- UK (EU) Reg No 2015/340 (ATCO Licensing)
- UK CAP1251, CAP 584, CAP 670
- Relevant sections of the UK Air Navigation Order (ANO)
Essential Skillset
- Expert-Level Knowledge of Safety & Quality Management Systems (SQMS), including:
- Practical experience in ATM system/service provision with a Safety Management System (SMS).
- Assessment and critique of SMS effectiveness.
- Risk Management Experience:
- Completion of a training course in risk management techniques, with practical application in ATM environments.
- Auditing Proficiency:
- Training in auditing (required, though not strictly mandatory if experience outweighs).
- Air Traffic Licensing Standards:
- Must hold ** expires level/assessor rating** a valid civil ATCO licence with APS (airprox), APP (approach), and ADI (decision-instruments) ratings.
- Ideally holds an Assessor Endorsement.
- Experience evaluating competence for ATC ratings and endorsements.
- UK ATS Provision Expertise: Deep knowledge of operational ATM systems and practices in the UK.
- Professional Communication: Ability to present complex technical topics confidently to diverse stakeholders in concise yet comprehensive formats.

Security Standards
Due to operationally sensitive infrastructure and government-permissioned data: applicants must undergo National Security Vetting and achieve qualification levels.
- Expected residency: Minimum 3 years in the UK to conduct background checks. Failure to comply invalidates your application.
