Principal Inspector ATM Regulatory Oversight (Save Services Division - ATS)
Job Details
- Salary: Up to £61,000 dependent upon experience + £37,776 Market Related Supplement (MRS)
- Contract Type: Permanent, Full-time
- Security Level: CTC (Comprehensive Threat and Risk Assessment)
- Location: Gatwick, Manchester or Stirling – minimum 40% office attendance per month
- Visa Restrictions: This position does not offer visa sponsorship

The Role
The post holder will report to the Principal Inspector ATM and be responsible for:
- Regulatory oversight of Air Traffic Management (ATM) arrangements at allocated ANSPs (Air Navigation Service Providers) or designated sites.
- Discharging obligations delivered to the Civil Aviation Authority (CAA) by the UK Government under the relevant UK legislation (e.g., UK Air Navigation Order) and international legislation, standards, and recommended practices.
Core Accountabilities
- Audit & Inspection Planning & Conduct
- Plan and conduct audits/inspections under a Performance-Based Oversight process for allocated ANSPs and ATS (Air Traffic Service) Providers in compliance with UK legislation, UK Air Navigation Order (ANO), and applicable international frameworks.
- Technical Specialism in Performance-Based Oversight
- As a Technical Specialist, ensure shared intelligence on ATM system safety performance supports regulatory decisions.
- Assessment of Licensed Operational Staff
- Evaluate competence for ATS licence renewals/issue, ratings, and endorsements (e.g., APS, APP, ADI).
- Performance Goals & Collaboration
- Work with the Principal Inspector ATM to meet performance objectives within set timelines.
- Regulatory Policy Engagement
- Participate in technical discussions on policy issues and procedures.
- Delegation & Policy Support
- Depute the Principal Inspector ATM as required.
- Support cost-effective safety regulation by managing budgets under T&RE (Treasury and Resources Expenditure).
- Cross-Functional Collaboration
- Cooperate with AAA/SARG, external regulators, and government bodies.
- Incident Investigation Assistance
- Provide technical expertise in incident investigations as an investigator.
- Support & Training
- Assist contracted CAAi projects as needed.
- Contribute to/oversee new Inspector training, verifying syllabus completion.

About You
The successful candidate will demonstrate:
- Deep knowledge of UK/International ATM safety regulations, including:
- Regulation (EU) No 2017/373 (Common ATM requirements)
- Regulation (EU) No 2015/340 (ATCO Licensing)
- UK CAP 1251, CAP 584, CAP 670
- Relevant sections of the UK Air Navigation Order (ANO).
- Solid expertise in Safety & Quality Management Systems, specifically:
- Safety Management Systems (SMS) in ATM systems.
- Ability to assess and critique SMS effectiveness at an expert level.
- Risk Management Skills
- Completed risk management training and demonstrated practical application.
- Licensing Experience
- Civil Air Traffic Controller (ATCO) licence (APS, APP, ADI ratings).
- Assessor Endorsement (ideal).
- Extensive ATC licence assessment experience.
- ATS Provisions & Technical Communication
- In-depth UK ATS knowledge.
- Excellent communication skills for briefings, presentations, and concise arguments.

Security Clearance: This role requires access to immigration-sensitive systems/Nationally Protected Information, including:
- CTC Vetting (Comprehensive Threat and Risk Assessment)—3 years minimum UK residency required.
- **BPSS (Basic Personal Security Standard)****.
