Interim Head of Financial Transformation
Transforming Finance. Strengthening Resilience. Preparing for the Future.
An ambitious local authority partnership is seeking an experienced Interim Head of Financial Transformation to lead a major programme of change through to December 2026. Reporting directly to the Director of Finance (Section 151 Officer), you will provide strategic leadership for a high-profile transformation programme focused on strengthening financial resilience, modernising systems and processes, improving governance, and preparing the organisation for Local Government Reorganisation.
The Role
This is a career-defining interim assignment, offering the opportunity to shape the future of a finance function during a period of significant organisational change. Working alongside senior finance leaders, you will lead a portfolio of transformation projects designed to deliver lasting improvements across financial management, systems, governance, treasury, capital, and audit readiness.

Key Responsibilities
- Lead the Finance Transformation Programme through to successful delivery.
- Drive Local Government Reorganisation readiness across finance workstreams.
- Review and improve finance systems, controls, and reporting processes.
- Identify opportunities for automation, integration, and operational efficiency.
- Strengthen capital programme governance and treasury management arrangements.
- Improve year-end closedown processes and external audit readiness.
- Establish programme governance, benefits realisation, and performance reporting frameworks.
- Lead and coordinate programme resources, project managers, and specialist workstreams.
- Provide strategic advice and assurance to senior officers, elected members, and key stakeholders.
About You
You will be a credible and accomplished finance leader with:
- CCAB, CIPFA, or equivalent professional qualification.
- Significant local government finance experience.
- A strong track record of delivering complex finance transformation programmes.
- Experience supporting large-scale organisational change, mergers, or reorganisation.
- Expertise in financial governance, capital, treasury, systems improvement, closedown, or audit.
- Excellent stakeholder management and influencing skills.
- A delivery-focused approach with evidence of implementing sustainable change and measurable outcomes.
