Interim Head of Income & Awards
£600–£750 per day | Inside IR35 | Hybrid Working
An exciting opportunity has arisen for an experienced local government Revenues and Benefits leader to join a large metropolitan authority as Interim Head of Income & Awards. Reporting directly to the Director of Resources, you will provide leadership to a high-profile resident-facing service covering revenues, benefits, income collection, debt recovery, welfare support, and financial inclusion. The assignment has arisen following the promotion of the current postholder and will provide leadership continuity whilst a permanent recruitment process is completed.
This is far more than a business-as-usual management role. Alongside maintaining service performance and supporting a well-established management team, you will play a key role in delivering elements of the authority's financial sustainability programme.
A particular focus will be leading a review of the Council Tax Reduction Scheme, including financial modelling, option appraisal, consultation activity, and Equality Impact Assessment requirements. You will also help shape the future direction of income collection and debt recovery services, balancing financial resilience with support for vulnerable residents.

Key Priorities
- Lead and manage the Income & Awards service.
- Deliver the Council Tax Reduction Scheme review programme.
- Provide financial modelling and support Medium-Term Financial Strategy objectives.
- Drive income collection and debt recovery transformation initiatives.
- Maintain service performance and operational stability.
- Build effective relationships with senior officers, members, and key stakeholders.
- Provide strategic advice within a politically sensitive environment.
About You
You will be an experienced Head of Service, Assistant Director, or senior Revenues and Benefits professional with:

- Extensive leadership experience within Revenues and Benefits services.
- Strong knowledge of Council Tax Reduction Schemes, welfare support, and debt recovery.
- A track record of delivering transformation and service improvement programmes.
- Experience of financial modelling and supporting savings or financial sustainability initiatives.
- The ability to navigate complex political and stakeholder environments.
- Strong communication, influencing, and leadership skills.

- £600–£750 per day

- Hybrid working (approximately one day per week on-site)
