About the role: We have an exciting opportunity to join our Capital Strategy and Delivery and Estates Team (LGC’s Large Team of the Year award winner 2023) within the Place Directorate of Waltham Forest Council as the Schools Private Finance (PFI) and Asset Management (AMP) Contract Monitoring Officer. Waltham Forest has responsibility for a diverse school’s property portfolio, including 38 community-maintained schools and the management of three PFI contracts encompassing nine schools’ expenditure of over £15m per annum. As Private Finance Initiative and Asset Management Monitoring Officer you will support the Senior PFI Contracts Manager in the delivery of the Council’s Schools PFI Contracts. You will liaise with the day-to-day relationship with key stakeholders including School Business Managers, Head Teachers and Council services to ensuring that FM services and works are completed to time, budget and quality standards. You will also support the Schools Asset Management and Compliance Manager, liaising with schools, technical partners and contractors to ensure that our schools estate remains in a good condition and working with other team member to ensure identified priorities are addressed. The successful candidate will be experienced in contract monitoring and proficient in the use of oracle. The candidate will be expected to work independently and as part of a wider team, delivering operational results whilst applying a continuing focus on improvement.

Click here to download the Role Profile << Key Responsibilities: Work with the PFI Contracts Manager on managing 3 PFI contracts. Effectively monitor compliance based workstreams to which the Council is the duty holder, including responsibilities around asbestos, fire risk and water risk with consideration to any changes to legislation and best practice. To be a primary contact for the day-to-day interface with schools, the project and Facilities Management (FM) contractors. monitor the performance of the FM contractors for the schools’ PFI contracts; ensuring Waltham Forests PFI school buildings are maintained to a high standard, enabling educational services to be delivered without disruption. be an excellent communicator with negotiation and influencing skills, building and maintaining positive relationships between contractors, schools / colleagues with high levels of service delivery. Assisting with PFI protocols for all Variations / Authority Notice of Change across the three PFI contracts. To undertake School audits in partnership with the SPV to review standards. Manage the collation of monitoring information and the reporting processes for PFI Manager. To assist the Schools Asset Compliance Manager in compiling information for monitoring compliance across the school estate. To support with Schools Asset Management Audits, undertaking site visits and responding to general asset management questions. Understanding of good practice in contract management Excellent ICT skills, including the ability to utilise Microsoft Office products, particularly Excel (essential). Experience of Concerto or other similar Asset Management packages would be an advantage.
