About the role:

We are seeking an experienced and dynamic Head of Transformation Design and Delivery to lead the development and delivery of a high-profile portfolio of transformation programmes across the organisation. You will play a pivotal role in shaping how the Council delivers change, ensuring transformation activity is strategically aligned, outcome-focused, and delivers measurable improvements for residents, customers, and stakeholders.

The postholder will lead the design and delivery of complex, large-scale transformation programmes, working collaboratively with senior leaders, elected members, services, and external partners to develop innovative solutions to organisational challenges. You will champion design thinking and continuous improvement, challenging existing ways of working and translating ideas into practical, deliverable plans that achieve sustainable change and service improvement.

A key aspect of the role is providing strategic leadership and expertise on programme and portfolio management, ensuring robust governance, risk management, reporting, and benefits realisation across the transformation portfolio. You will bring together colleagues from transformation, strategy, policy, and service delivery functions to develop integrated solutions, while maintaining a strong focus on resident impact, organisational priorities, and value for money.

The role also manage a team of Programme Managers and Project Managers and supporting matrix teams across the organisation. The successful candidate will build strong and trusted relationships with senior stakeholders, influencing decision-making, driving collaboration, and ensuring the successful delivery of the Council's strategic ambitions through effective transformation and change programmes.

  • Lead the design and delivery of the organisation's transformation portfolio, ensuring alignment with corporate priorities and strategic objectives.
  • Lead a portfolio of complex, people-focused transformation programmes and projects.
  • Establish and maintain a unified approach to transformation design, delivery methodologies, and theory of change across all programmes.
  • Develop innovative solutions to complex organisational challenges through design thinking, stakeholder engagement, and best practice from the public sector.
  • Oversee the successful delivery of large-scale transformation programmes, ensuring outcomes, benefits, and service improvements are achieved.
  • Ensure effective programme governance, risk management, reporting, and compliance with internal and external standards.
  • Build and maintain strong relationships with senior leaders, elected members, partners, suppliers, and key stakeholders.
  • Manage strategic risks and issues across the transformation portfolio and provide expert advice on complex and politically sensitive matters.
  • Drive continuous improvement, organisational innovation, and the embedding of a design-thinking culture.

Qualifications and Requirements:

To be considered for this position, you should meet the following requirements:

  • Educated to degree level or equivalent professional standard.
  • Relevant professional qualification in programme management, transformation, change management, project management, leadership, or a related discipline.
  • Significant experience leading and delivering complex transformation portfolios and programmes.
  • Proven experience working with senior executives, elected members, and key stakeholders in politically sensitive environments.
  • Experience in resource planning, budget management, and implementing innovative resourcing approaches.
  • Strong programme and portfolio management expertise, including governance, risk, and benefits management.
  • Experience managing competing priorities and delivering outcomes in complex and ambiguous environments.
  • Excellent leadership, people management, influencing, negotiation, communication, and stakeholder engagement skills.
  • Strong analytical, organisational, critical thinking, problem-solving, and decision-making abilities.
  • Demonstrated ability to drive innovation, challenge existing approaches, and deliver sustainable organisational change.
  • Significant experience leading and delivering complex transformation portfolios and programmes.
