Salary Grade: 21A
2026 Wage: $80,392.00 per year. Placement above the starting wage may be considered based on the selected candidate’s qualifications and relevant experience.
JOB SUMMARY
The Street Superintendent oversees the daily operations of the City’s street, sanitation, and traffic control departments. This position supervises the street, sanitation, and traffic control foremen, coordinates work activities, and ensures the safe, efficient delivery of services including street maintenance, snow and ice removal, solid waste operations, and traffic control systems. The Street Superintendent is responsible for setting priorities, managing resources and equipment, supporting staff, and maintaining compliance with applicable regulations and safety standards. This role serves as a key connection between field operations and department leadership, ensuring consistent service delivery and operational effectiveness.

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Assists in directing the operations of the department, in developing plans and in implementing goals and objectives, and in recommending and administering policies and procedures.
- Plans and coordinates street maintenance, solid waste collection, and traffic control functions.
- Develops specifications for materials and equipment and directs purchasing of these items.
- Ensures compliance with federal, state, and municipal regulations and ordinances.
- Enforces departmental policies and procedures; recommends changes to those policies and procedures to increase efficiency and effectiveness.
- Develops specifications, makes recommendations, and approves payments for equipment, materials, and construction procedures.
- Hires, trains, assigns, directs, supervises, evaluates, and disciplines personnel.
- Directs special projects as directed by the director.
- Reviews design plans and coordinates bid processes.
- Answers questions and resolves complaints from the general public.
- Develops department operating and capital budgets; monitors spending under current budgets.
- Ensures a strong safety culture and compliance with safety standards.
- Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION

- Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.

SUPERVISORY CONTROLS
The Public Works Director assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.
GUIDELINES
Guidelines include South Dakota codified law, city ordinances, city personnel policies, national engineering guidelines and standards, Department of Transportation design manuals, and FEMA, EPA, and USACOE guidelines. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of varied administrative, supervisory, technical, and management duties. The variety of tasks to be managed contributes to the complexity of the work.
The purpose of this position is to assist in supervising the city's street, sanitation, and traffic control operations. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents and visitors.

CONTACTS
Contacts are typically with co-workers, vendors, suppliers, other city employees, state and local government officials, elected and appointed officials, community leaders, business leaders, contractors, and the general public. Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects and utilizes the sense of smell.
The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Foreman – Street (1), Foreman – Traffic Control (1), and Foreman - Sanitation (1).
MINIMUM QUALIFICATIONS
- Knowledge and level of competency commonly associated with the completion of a bachelor’s degree in a related field and significant experience in public works or utility operations, including supervisory responsibility; or an equivalent combination of education and experience.
- Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.
- Possession and maintenance of a valid commercial driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated (Class B with Airbrakes, N-Tanker Endorsement, and No E Restriction = No Manual Transmission Restrictions) within six (6) months of employment.
- Certification in Incident Command System operations.
- Able to obtain and maintain the following IMSA (International Municipal Signal Association) certifications within six (6) months of becoming eligible: Traffic I, II, III; Signs and Pavement Markings I, II; and Work Zone Safety.
RESIDENCY
All new hires must reside within 40 miles of city limits unless specific approval of City Manager.
