IT Consultant – UK Public Sector (Oracle HCM Expert)
What You’ll Do
We are seeking an IT Consultant with experience in delivering technology transformation programmes, particularly within the UK public sector (NHS, Government, MOD, MOJ, Local or Central Government). You will bring hands-on expertise in:
- Systems implementation, functional & technical design
- Testing, and data migration
- Oracle Cloud HCM (such as Core HR, Payroll, Talent Management, Recruiting)
- Oracle ME and relevant foundational technologies
Your role will involve:
- Being part of a team driving meaningful change across the UK public sector, working at the intersection of strategy, technology, and impact.
- Solving complex challenges:
- Leading Oracle HCM transformations
- Managing data migrations
- Conducting systems testing
- Managing full-scale implementations
- Collaborating with passionate experts and public sector leaders to design the digital foundations of future services like healthcare, central government, and public sector initiatives.
- Deploying customized IT strategies, digital platforms, and architecture using tools such as:
- Cloud computing
- AI
- Blockchain
- Microservices
- Containerization
- Taking ownership of specific project components while evaluating and coaching clients’ technology teams, managing quality and risk, and maintaining client expectations and escalations.
- Enabling agile methods and modern approaches for strategic IT implementation, delivering groundbreaking projects that improve our clients’ efficiency.
- Applying technical consulting skills to strategic technology questions, with support from:
- A robust training curriculum
- Technical mentorship
- Guiding junior team members, contributing to:
- Project proposals
- Client care
- Relationship building
- Identifying new business opportunities.
- Contributing to Practice Area development and helping build the BCG brand as a key member of the case team.

What You’ll Bring
We’re looking for an exceptional professional with the following qualifications and experience:
- 3–6 years’ experience delivering technology transformation programmes, especially in the UK public sector (e.g., NHS, Government, MOD, MOJ, Local or Central Government).
- Consulting experience (preferably focused on technology, digital initiatives, large-scale transformations).
- Experience delivering large-scale systems implementations from both functional and technical perspectives, including:
- Testing
- Data migration
- Oracle HCM modules (such as Core HR, Payroll, Talent Management & Recruiting)
- Deep understanding of public sector delivery frameworks, particularly in NHS or central government.
- Background in technology consulting and successful project delivery within Agile or hybrid environments.
- A strategic thinker with an entrepreneurial, creative, and analytical approach suited for problem-solving environments.
- Experience delivering or facilitating:
- Workshops internally/externally with peers
- Effectively running client-facing meetings
- Strong analytical talent with business acumen:
- Ability to frame complex challenges in pertinent business contexts.
- Familiarity with Oracle Cloud ecosystem, including:
- Oracle Cloud / Fusion HCM
- Oracle DWH and Oracle ME
- Excellent interpersonal skills for client-facing engagement.
- Willingness to travel within the UK.
- A University degree in a Computer Science or IT-related discipline with strong academic performance.
