Torbay Council is strengthening its IT Services team with the introduction of a dedicated IT Procurement and Contract Management Officer. This is a key role designed to improve how we manage suppliers, contracts, and procurement across a growing portfolio of digital and technology services.

Torbay Council is a diverse Unitary Authority comprised of three coastal Devon towns: Torquay, Paignton and Brixham. Residents enjoy easy access to numerous beaches and tourist attractions, as well as having Dartmoor National Park virtually on the doorstep.

The successful candidate will lead and coordinate end-to-end procurement and contract management activity for IT, ensuring compliance with public sector regulations and delivering best value for the Council. This includes working alongside technical teams, project leads, and Commercial Services to support critical programmes and day-to-day operations.

Skills

Essential: Commercial skills including commercial evaluation, tender analysis and evaluation and identification of appropriate routes to market and procurement procedures. Ability to quickly become familiar with new IT concepts and technical terms. Influencing, persuasion and negotiation skills and the ability to use these skills when dealing with situations where there may be resistance to ensure compliance, improved performance and / or positive outcomes for all parties. Ability to work on and prioritise multiple projects, dealing with conflicting and ever-changing priorities. Good attention to detail. This role requires the ability to fulfil all spoken aspects of the role with confidence and fluency in English.

Knowledge

Essential: Awareness of the concepts of procurement and contract management and the reasons why effective procurement and contract management are important. Awareness of legislation, policy and guidance relating to procurement and contract management. Knowledge and understanding required to effectively use Microsoft Office 365 applications.

Experience & Qualifications

Essential: Experience of involvement in procurement and/or contract management activities. Experience in problem solving, involving and influencing operational professionals to implement change and improvements. Experience of working across a diverse range of internal and external stakeholders and areas. Educated to Degree level or equivalent or demonstrable experience.
