Senior Manager or Chief Inspector – National Extradition Unit

Job Summary
Lead at the heart of the UK’s fight against international crime. In the Joint International Crime Centre (JICC), you will lead high-risk extradition operations, directing teams to locate and apprehend fugitives to bring them to justice. Working closely with global partners, you will deliver fast-paced, high-impact results in a 24/7 operational environment to protect the public.
About the Role
This is a high-impact leadership opportunity within the JICC, central to the UK’s international law enforcement response.
The post-holder will:
- Lead operational delivery within the National Extradition Unit (NEU).
- Ensure a coordinated, prioritised, and effective approach to extradition activity across England and Wales.
The JICC partners with domestic and international stakeholders, coordinating international cooperation to:
- Deliver operational outcomes.
- Support frontline policing.
- Strengthen the UK’s response to cross-border criminality.
Through specialised capabilities (e.g., INTERPOL, Europol, and Prüm), the JICC enables:
- Development of intelligence.
- Acceleration of operational activity.
Responsibilities
Core Functions of the JICC
The National Crime Agency’s (NCA) International Directorate comprises:
- The International Liaison Officer (ILO) Network – NCA representation and operational reach across +130 countries.
- The JICC itself – Delivering 24/7 international law enforcement cooperation services to UK policing and partners.
- Regional Desks – Coordination of overseas activity through the ILO network.
- Enabling Functions – Support operational delivery and organisational performance.
The NEU, based within the JICC, leads extradition requests to:
- Locate fugitives.
- Arrest suspects.
- Ensure their return to justice.
Key Duties and Responsibilities
Leadership and Operational Oversight
- Lead and manage teams to address national and international law enforcement enquiries.
- Oversee operational intelligence activity, ensuring resources are deployed:
- Proportionately
- Ethically
- In compliance with legislation and policy
Performance and Development
- Monitor team performance.
- Manage, coach, and develop staff to drive operational success.
Organisational Improvement
- Manage and deliver organisational change across teams.
- Identify opportunities for:
- Efficiency initiatives.
- Technology advancements.
Risk Management
- Identify, manage, prioritise, and mitigate risk effectively.
Collaborative and Stakeholder Work
- Liaise with and advise:
- UK policing partners.
- Wider law enforcement agencies.
- International partners.
- Build strong, mutually beneficial relationships to achieve NCA objectives.
- Engage with key stakeholders (UK and overseas).

Legal and Operational Powers
To delegate powers effectively, the NCA requires designated officers to:
- Pass the NCA Exams during their probationary period.
- Upon success, be designated under Section 10 of the Crime and Courts Act 2013 with the following powers:
- Constitutional rights of a constable.
- Revenue and Customs Officer powers.
- Immigration Officer powers.
- Customs Official powers.
Supported prep materials include:
- Online revision.
- Classroom-based tutorials.
Additional Requirements (Scotland/Northern Ireland):
- NCA Exams +
- Power’ course relevant to region (Northern or Scottish).
- National Investigators Exam (NIE) (if not previously taken).
🚨 Important Note: Role may involve investigations into child sexual abuse (CSA). Successful candidates will be required to:
- Confirm willingness to undertake CSA work.
- Undergo psychological assessment (access to occupational health services provided).

- Ability to apply UK legislation, defence policies, and national security frameworks.

- Experience in guiding, influencing, and motivating teams to meet NCA objectives.
Risk Management
- Ability to identify, prioritise, and manage risk in line with legislation and SOPs.
Communication
- Professional briefing, debriefing, tasking, and presentation skills.

- Confidence in:
- Making evidence-based recommendations.
- Using agency-approved decision-making models.
Intelligence Evaluation
- Understanding of using intelligence and evidence in law enforcement.
- Ability to assess information and determine its relevance.
Information Management
- Awareness of data security, handling, storage, and integrity.
Entry Requirements
Eligible Candidates:
- Current police officers.
- NCA officers.
- Home Office Immigration Enforcement Officers.
- Home Office Border Force Officers.
- HM Revenue and Customs Officers.
Qualifications: PIP2 Supervisor or equivalent experience – Must be current/active within the last 3 years (or newer for equivalent qualifications).
- Applicants holding PIP2 Supervisor must progress to PIP2 Manager post-joining.
- Applicants interviewing on "equivalent" basis must convert to PIP2 as soon as practicable.

Salary and Benefits
Base Salary
- Net: £55,575
Civil Service Pension Scheme
- NCA contributes £16,100 annually towards membership.
Annual Leave
- 26 days (new starters)

Transferable Leave Credits
- Up to 31 days old leave (including 1 privilege day) can be carried if joining from UK forces or intelligence communities.

- Experience managing concurrent fugitive/arrest investigations across jurisdictions (planning, risk management, coordination).
- Legislation & Complex Investigations

Experience
