The Organisational Capability team partners with leadership to develop skills and training that meet evolving needs, aligning with the FCA’s mission. This role offers a chance to design and deliver a strategic AI and data upskilling programme, moving beyond basic awareness to integrate AI, data and business capabilities as core enablers of technology adoption.

Key Opportunity

The FCA is transforming its approach to AI and data literacy, shifting from disjointed initiatives to a capability-led model. Over six months, this L&D Consultant will shape learning interventions to:

  • Sequence skills development alongside tooling/technology adoption.
  • Move colleagues from awareness to role-specific AI/data application.
  • Develop professional judgement, process thinking and responsible automation use.
  • Support broader goals of AI maturity and data-driven decision-making, ensuring tools are used confidently, safely and effectively.
  • Align training with governance and workflow improvements.

Responsibilities

Strategic Role Design

  • Lead the design of integrated AI/data/literacy training, translating concepts like tool readiness and safe AI use into practical, work-embedded experiences.
  • Collaborate with HR, Digital Technology and Innovation (DTI), and business areas to align learning with technological adoption, enhancing trust in automation, process thinking and workflow design.
  • Define tool readiness requirements across roles and cohorts, ensuring scalable and organisation-wide capability development.

Learning Intervention & Innovation

  • Develop context-driven, scenario-based training grounded in real organisational workflows, enabling colleagues to apply AI/data skills directly to their day-to-day roles.
  • Embed behavioural/judgement-focused learning to promote:
    • Safe and ethical AI use.
    • Data governance accountability.
    • Proactive managerial role-modelling.
  • Pilot interventions with defined cohorts, evaluating via behavioural change, process efficiency and quality outcomes, and refining approaches using data-driven feedback.

Stakeholder Engagement & Scalability

  • Engage HR, DTI and business functions to co-create solutions that are strategically aligned, operationally relevant and scalable.
  • Contribute to shaping long-term AI/data/digital upskilling strategies, positioning training as a driver of future skills and technological adoption.

Skills & Experience

Minimum Requirements

  • Proven experience designing digital, data or AI capability-focused learning interventions.
  • Ability to integrate learning with technology adoption (e.g., transformation programmes).
  • Demonstrated skills in skills assessments and capability pathway design.

Essential Skills

  • Integrated capability design: Experience combining AI/data/styles and core business skills in learning programmes.
  • Capability maturity alignment: Designing interventions for awareness → applied thinking → advanced capability (e.g., session-based training to workflow/agent design).
  • Scenario-based, applied learning: Strong track record in role-specific learning design with real-world business cases.
  • Technical-aware conceptual translation: Ability to explain abstract AI/automation/data concepts in actionable, contextualised use cases.
  • Tooling expertise: Working knowledge of:
    • Data visualisation platforms (e.g., Tableau, Power BI).
    • Workflow tools (e.g., Power Automate).
    • AI tools (e.g., Copilot, agent-based systems).
  • Business process application: Understanding how these tools enable workflow transformations, not just technical implementations.
  • Stakeholder navigation: Experience bridging HR, technology and business teams with senior leadership to align learning to strategic goals.
  • Evaluation and iteration: Track record of measuring learning effectiveness, refining approaches via qualitative/quantitative feedback.
