Lead Accountancy Manager (Treasury, Governance & Risk)
This vacancy is only available for applications from existing Internal Plymouth City Council employees and Agency workers with 12 weeks continuous service. Applications submitted by External candidates who do not meet this criteria will not be considered and will be rejected.
An exciting opportunity has arisen for an experienced and motivated finance professional to join the Accountancy team as a Lead Accountancy Manager, covering the Treasury, Governance & Risk finance team.
This is a key leadership role, responsible for providing strategic financial advice and leading the Council’s Treasury Management, financial governance, risk management and stewardship arrangements.
The successful candidate will work closely with senior officers, members, external stakeholders and auditors, ensuring robust financial management and compliance with statutory and professional requirements.
We Are Looking For Someone Who Can
- Lead on Treasury Management strategy, monitoring and reporting.
- Provide expert advice on financial governance, risk and control frameworks.
- Support strategic decision-making through high-quality financial analysis and insight.
- Build strong relationships with senior managers, members and external partners.
- Lead and develop a finance team.
- Contribute to the Council’s wider financial resilience and transformational objectives.

About You
You will have experience of working at a senior level within finance, with strong leadership, analytical, and collaborative working skills.
Experience of Treasury Management, governance and risk within a complex organisation, ideally local government, would be advantageous.
Candidates Should Be
- A fully or part qualified CCAB accountant (or equivalent) or
- Fully qualified AAT and willing to undertake further professional study.
In line with the role profile, applicants who are not already CCAB-qualified (or equivalent), or already studying, must be prepared to undertake and successfully complete the CIPFA professional qualification, within three years of appointment.
