Lead Compliance Surveyor

Lead Compliance Surveyor – Westmorland and Furness Council

This exciting opportunity, based in the Corporate Assets Team, seeks a Lead Compliance Surveyor—an innovative, robustly knowledgeable individual with expertise in:

  • Building management
  • Health and Safety
  • Building compliance

The ideal candidate will blend exceptional written and verbal communication skills with the agility to manage multiple priorities while maintaining strong, productive relationships with both internal and external stakeholders.

Ideal candidates may possess (or work toward) one of the following professional certifications:

  • ICoW
  • RICS
  • CISBE
  • CIOB
  • CEng

Key Responsibilities

(Responsibilities are typically assigned but may include the following as appropriate for the role)

  • Assume leadership in ensuring building compliance, health, and safety regulations are met within council assets.
  • Monitor and inspect council buildings and infrastructure to guarantee adherence to legal and technical standards.
  • Advise stakeholders on compliance issues, offering practical solutions below regulatory thresholds where possible.
  • Support risk management efforts by identifying hazards and recommending proactive measures.
  • Collaborate with maintenance teams, engineers, and external consultants to streamline processes and optimise resources.
  • Maintain up-to-date records of inspections and compliance audits, ensuring transparency for management.
  • Champion sustainability and energy efficiency, where applicable, to support council-wide environmental goals.
  • Embrace modern working practices while delivering clear communication to both colleagues and service users.
  • Contribute to innovative improvements in how the council manages its assets across a range of buildings and sites.

Requirements

Key Skills & Experience

  • Proven leadership skills in a compliance-focused or technical team environment.
  • A strong foundation in building surveying, compliance law, or relevant regulatory frameworks.
  • Familiarity with health and safety regulations, especially as they relate to public-sector buildings.
  • Strong practical knowledge of infrastructure management, construction practices, and council assets.
  • Excellent problem-solving abilities, particularly in fast-moving, high-priority scenarios.
  • A practical approach to risk assessment and the ability to balance complexity with solution-focused deliverables.
  • Adeptness at stakingholder engagement, contract management, and liaising with technical and non-technical specialists.

Qualifications (Preferred)

  • Professional qualification or membership (or working towards) in:
    • ICoW
    • RICS
    • CISBE
    • CIOB
