Lead Delivery Manager (INSIDE IR35)

On behalf of the Ministry of Justice we are looking for a Lead Delivery Manager (INSIDE IR35) for a 6-month contract. Hybrid working based in your nearest MOJ office.

The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent, and responsive criminal justice system for victims and the public.

About Prisons Digital

Prisons Digital is establishing a new Senior Management Team (SMT) to lead one of the Ministry of Justice's largest digital transformation portfolios. The portfolio comprises 11 service areas and 26 multidisciplinary teams, delivering digital products and services that support the day-to-day running of prisons across England and Wales.

Role Overview

We are looking for an experienced strategic delivery leader to help establish and run the SMT as a high-performing leadership team.

The successful candidate will be responsible for the effectiveness of the SMT, ensuring the team is well organised, focused on strategic priorities, able to make timely, well-informed decisions, and follows those decisions through to delivery. They will coordinate the SMT's planning, meetings and governance, enabling the team to operate effectively and make the best use of its time.

  • Act as the delivery lead for the Senior Management Team (SMT), ensuring it operates as an effective, high-performing leadership team.
  • Plan and facilitate the SMT's operating rhythm, including weekly stand-ups, monthly strategy days and other leadership sessions.
  • Attend Service Area Check-ins, capturing actions, dependencies and decisions that require SMT attention, and ensuring they are followed through.
  • Maintain a clear backlog of SMT decisions, ensuring the right issues are brought to the team at the right time and tracked through to resolution.
  • Coordinate SMT agendas and forward planning, ensuring discussions focus on strategic priorities and decisions rather than operational detail.
  • Ensure leadership decisions are recorded, communicated and translated into clear actions with appropriate ownership.
  • Coordinate wider leadership meetings, including Senior Leadership Team (SLT) sessions where required, ensuring effective preparation, facilitation and follow-up.
  • Build strong relationships across Prisons Digital to understand where leadership intervention is required and ensure issues are escalated through the appropriate governance.
  • Continuously improve the SMT's ways of working, identifying opportunities to make leadership meetings and decision-making more effective.
