Lead Delivery Manager
£80,000 per annum

This is a business-led leadership role, supporting the Service Owner, and focused on bringing together service operations, policy, governance, suppliers and technical teams to ensure the service is safe, resilient and well-managed as it moves into and through live operation.
The role is accountable for the safe, stable and effective operation of the service, and responsible for maintaining grip across change, readiness and performance, ensuring that business priorities are translated into clear, coordinated activity across the ecosystem.
You will provide oversight of how change is planned, governed and landed, making sure the right people are aligned, the right decisions are taken at the right time, and the service remains stable and responsive as it evolves.
Success in this role will depend on judgement, coordination and leadership across organisational boundaries, with a strong focus on service outcomes, accountability and operational confidence.
Job Description
Delivery Leadership
These responsibilities apply across both stages of the role. In the first stage the emphasis is on transition and operationalisation; over time it shifts towards stable, effective live running.
Transition and Operationalisation
- Support the orderly transition of the Pensions Dashboards Programme into business as usual within MaPS, ensuring accountabilities, controls and ways of working are clearly established
- Operationalise the agreed service design, turning defined processes, controls and operating arrangements into a working, well-run operation
- Ensure the service is ready for live running, with the right people, processes and assurance in place before and through go-live
Service Coordination and Control
- Provide clear coordination across service operations, suppliers, policy, governance and technology teams to ensure the platform operates as a coherent whole
- Maintain oversight of priorities, dependencies and delivery confidence across the ecosystem
- Ensure business needs are translated into coordinated actions that support a stable and effective live service
Cross-Functional Leadership
- Act as a key point of integration across multiple teams and delivery partners, helping the organisation operate with clarity and control
- Support effective working relationships across internal functions, external suppliers, regulators and wider stakeholders
- Create the conditions for informed decisions, timely escalation and shared accountability across the service
Change Readiness and Service Stability
- Ensure that change is introduced in a controlled way, with appropriate readiness, assurance and operational planning
- Work closely with Service Operations and other leaders to make sure changes land safely and sustainably into live service
- Embed practical controls, checkpoints and governance to protect service resilience and quality
Risk, Assurance and Governance
- Identify and manage risks, issues and dependencies that could affect service performance, readiness or confidence
- Support assurance activity by ensuring decisions, controls and delivery confidence are visible and well-evidenced
- Provide clear reporting on progress, risks, choices and trade-offs to support senior decision-making
Planning, Prioritisation and Decision Support
- Maintain integrated plans and forward views that reflect strategic priorities, operational needs and external dependencies
- Support disciplined governance and prioritisation, ensuring decisions are taken based on evidence, readiness and impact
- Surface emerging issues and choices early so that leaders can take timely and informed decisions

Person specification
Essential
- Complex service environments: Proven experience operating in complex, regulated or high-profile environments where coordination, judgement and control are critical
- Cross-functional leadership: Experience leading across organisational boundaries and bringing together a wide range of teams, disciplines and partners
- Operational and governance grip: Strong experience establishing oversight, governance and reporting in fast-moving or ambiguous environments
- Build-to-live transition: Experience moving a programme into business as usual and operationalising a defined service design into sustainable live arrangements — standing up the operating model, controls and ways of working
- Live service operation: Experience running or overseeing an established live service, maintaining performance, resilience and control in day-to-day operation
- Judgement under pressure: Able to maintain control, prioritise effectively and make sound calls in a complex environment
- Clarity and coordination: Can bring structure to complexity and align different parts of the organisation around shared priorities
- Stakeholder leadership: Confident working with senior stakeholders across government, regulators, suppliers and internal leadership teams
- Decision support: Able to present risks, choices and implications clearly so that others can take informed decisions.

Flexible Working
At MaPS, we take pride in our flexible approach to work. As standard, we work on a hybrid basis with a minimum of 2 days in the office per month. Hybrid working is a voluntary, non-contractual arrangement and our headquarters in Bedford will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business needs, but personal and other relevant circumstances will also be considered. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

Recruitment Process
- Initial Review: Our recruiter will review your CV. If it looks like a good fit, they'll reach out to arrange a call.
- Hiring Manager Review: If the recruiter thinks you're suitable, your CV will be passed to the hiring manager, who will decide whether to invite you for an interview.
- Interview: If selected, you'll participate in a virtual interview. This single-stage process allows you to demonstrate your skills and experience through competency-based questions. This will also require you to deliver a short presentation.
