Lead GIS Manager – Great Grid Partnership (GGP)
About the Role
Shape the future of digital infrastructure at scale
We’re looking to appoint a Lead GIS Manager to drive the strategy, systems and delivery of geospatial capability across the Great Grid Partnership (GGP)—one of the UK’s most ambitious infrastructure programmes.
Too often, GIS delivery is fragmented across projects, lacking consistency and scalability. In this senior leadership role, you’ll define and implement a GIS strategy, ensuring seamless, high-quality geospatial delivery across multiple complex, large-scale projects.
This is a role for someone with a digital transformation mindset and continuous improvement drive, pushing forward systemic clarity while balancing evolving stakeholder needs.
This position offers hybrid working with regular travel across the Midlands for team alignment, collaboration, and stakeholder engagement.
What You’ll Do
** Strategic Leadership & Alignment**
- Lead the implementation of the GGP’s GIS strategy, ensuring NGSI (National Grid’s Strategic Infrastructure) ambition is met
- Set the technical direction for GIS capability (web, desktop, enterprise) across all live and future programmes
- Define and embed GIS standards, processes and data governance across the entire Strategic Infrastructure programme
** Operational & Delivery Oversight**
- Oversee delivery of shared GIS platforms, data standards and workflows alongside IT Governance & Architecture
- Engage with projects, partners, andintegrators to gather requirements and align ways of working, minimising duplication and silos
- Ensure consistent, contractually aligned GIS deliverables are met across all projects
- Drive maturity in geospatial information management, embedding best practice across teams
** Technological & Cross-Disciplinary Integration**
- Lead the integration of GIS with wider digital systems, platforms, and data environments
- Advance the use of ArcGIS Enterprise and ArcGIS Online (AGOL) as critical components of the GIS ecosystem
- Ensure GIS aligns with BIM and Information Management, supporting collaborative data-driven decision-making
- Manage risks, opportunities, and benefits linked to GIS and digital delivery across projects/risk registers
** People & Governance**
- Manage and develop a team of GIS specialists, providing technical leadership
- Support digital governance by reporting progress, risks and opportunities to senior stakeholders
- Foster a culture of collaborative problem-solving to improve cross-project delivering standards

Who You’ll Work With
You’ll collaborate across a multi-disciplinary digital and project ecosystem, including:
- Digital and BIM leadership teams
- Senior GIS, BIM, and Information Management professionals
- NGSI GIS & Digital teams
- IT Governance and Architecture for scalable technological alignment
- GGP programme partners and integrators to co-align workflows and standards
What You’ll Bring
Experience & Expertise
- Proven leadership in managing GIS teams and large-scale programmes, driving efficiency and effectiveness
- A strong track record delivering GIS strategy within complicated infrastructure environments (utilities, transport, or energy preferred)
- Deep expertise in enterprise GIS systems, including:
- ArcGIS Enterprise and ArcGIS Online (AGOL) commercial deployments at scale
- Integration with GIS tools/data standards across organisations
- Experience defining user-focused GIS solutions that prioritise accessibility and intuitive use
- Project delivery excellence: managing timelines, budgets, and resources under tight deadlines
- Exceptional stakeholder management, translating technical requirements into actionable steps
Technical & Strategic Skills
- Strong proficiency with:
- Geographic InformationStandards (ISO, OGC, ESRI, etc.)
- Cost benefit analysis of GIS investments vs. programme business outcomes
- Data governance frameworks to ensure accuracy, consistency and availability
- A commercial awareness of investment cases to drive competitive geospatial delivery methods
Certifications
- Degree (or equivalent) in GIS, Geography, Engineering, IT or related field (Pink book / Royal GIS recognised studies preferred)
- Chartered status (e.g. RGS-IBG, BCS, or Engineering Council UK)
