Lead Policy Analyst
Role title: Lead Policy Analyst TPR grade & pay group: Grade 8 – Core – Specialist Directorate: Strategy, Policy & Analysis Salary: £46,211 per annum Contract type: 12-month fixed-term contract or internal secondment Location: Brighton / hybrid (6 days per month in office)
About the Role
As a Policy Analyst, you will help shape and improve UK pensions policy, impacting millions of savers. Your work will:
- Support key regulations – Assist in regulating occupational pensions and automatic enrolment, ensuring savers’ confidence in the pensions system.
- Develop policy solutions – Collaborate with government partners, industry experts, and colleagues to:
- Gather evidence and analyse complex issues
- Create policy products (codes, guidance, evaluations)
- Review and improve existing policies
- Embed policy into practice – Work across teams to translate policy into actionable standards while contributing to your professional development in policy analysis, regulatory approaches, and operational methodology.
- Communicate effectively – Present findings to diverse stakeholders, balancing priorities and driving practical solutions.

Key Responsibilities
- Analyse and interpret policy issues affecting UK pensions (focusing on occupational schemes and automatic enrolment)
- Conduct rigorous research to support evidence-based recommendations
- Develop, review, and implement policy guidance, codes, and regulatory frameworks
- Collaborate with internal/external partners (government, industry, trustee groups) to refine solutions
- Monitor and evaluate policy outcomes, suggesting iterative improvements
- Represent TPR in stakeholder engagement (meetings, consultations, public policy dialogues)

Essentials Criteria
Policy & Regulatory Acumen
- Experience (or deep awareness) of financial products (pensions/insurance) and their regulatory frameworks
- Familiarity with public policy development, including principles of implementation, monitoring, and compliance
Analytical & Technical Skills
- High-level research and data analysis to identify policy trends
- Ability to summarise, contextualise, and critique extensive written and numerical information
- Strong critical thinking and skills in:
- Evaluating evidence quality
- Formulating recommendations
- Balancing competing stakeholder perspectives
Communication & Stakeholder Engagement
- Fluency in clear written and verbal communication (adapting tone for technical, non-technical, or external audiences)
- Proven ability to integrate feedback and articulate complex issues accessibly
Operational Competencies
- Prioritisation and task management with adaptability in a contentious policy environment
- Experience working in:
- Regulatory/quasi-governmental settings
- Policy making/implementation contexts
- Cross-functional teams (preferably with industry partnerships)
