Company Description
Canterbury City Council is the district council serving Canterbury, Herne Bay, Whitstable, and 24 surrounding villages, delivering more than 70 services to residents, businesses, and visitors. The council’s work focuses on maintaining the local area and supporting the communities that make it unique, including services such as housing, planning, waste collection, culture and leisure, open spaces, parking, street cleaning, and regulatory functions. A team of 39 elected councillors works in partnership with council staff to make decisions on how the district is governed and to ensure services are delivered effectively.
Canterbury City Council also collaborates with Kent County Council and emergency services through partnerships such as the Community Safety Unit to address issues like anti-social behavior and crime prevention. Role Description
The Lead Private Sector Housing Manager is a full-time hybrid role, primarily based in Canterbury with flexibility for some work from home. This role is responsible for overseeing private sector housing services, including managing regulatory, licensing, and enforcement activities to ensure safe, well-maintained, and compliant housing across the district.

Day-to-day tasks include:

- Leading a team of housing officers
- Setting priorities
- Allocating cases
- Monitoring performance to meet service standards
The role involves:
- Developing and implementing policies and strategies related to private rented housing
- Engaging with landlords, tenants, and partner agencies
- Handling complex casework such as property standards, housing complaints, and tenancy issues
Additionally, the Lead Private Sector Housing Manager will:
- Prepare reports
- Contribute to cross-council projects
- Manage budgets within the service area
- Support continuous improvement in service delivery
Qualifications
- Strong leadership and people management skills, with experience supervising multidisciplinary teams and coordinating workloads.
- Knowledge of housing legislation, private rented sector regulation, and enforcement processes, ideally within a local government or public sector setting.
- Excellent communication and negotiation skills for engaging with landlords, tenants, councillors, partner agencies, and internal stakeholders.
- Proven ability in case management, risk assessment, and problem-solving, including handling complex or sensitive housing and tenancy issues.
- Competence in planning and organizing work, managing competing priorities, and delivering services to agreed performance standards and deadlines.
- Comfort with digital tools and council systems, including use of housing databases, online case management, and standard office software.
- Relevant professional qualification in housing, environmental health, or a related field (e.g., CIH or equivalent) is highly desirable.
- Experience working in or with local authorities, and a commitment to equality, diversity, and inclusive service delivery.
